Page 1 of 2 City Commission Agenda Cover Memo April 14, 2026 City of Coral Gables CITY COMMISSION MEETING April 14, 2026 ITEM TITLE: A Resolution of the City Commission accepting the recommendation of the Chief Procurement Officer to award Dumpster Bay Renovations to Atlas Door & Gate, Inc, as the lowest responsive and responsible bidder in the estimated amount of $45,604.96 but not to exceed budgeted funds, pursuant to Invitation for Bids (IFB) 2025-047 and section 2-763 of the City’s Procurement Code entitled “Contract Award”. BRIEF HISTORY: The purpose of the IFB is to retain the services of a qualified General Contractor for the purpose of providing renovations to the dumpster bay, located at 220 Aragon Avenue, Coral Gables, FL 33134. On December 3, 2025, the Procurement Division of Finance formally advertised, issued and distributed IFB 2025-047 Dumpster Bay Renovations. Two hundred and four (204) prospective bidders were notified through INFOR, the City’s web-based e-Procurement system. Four (4) bids were received on January 14, 2026, in response to the IFB: Atlas Door & Gate Inc, Gavarrete Inc., M&J Consulting Group Corp. d/b/a M&J General Contractors, and Team Contracting, Inc. The responses were reviewed by the Procurement Division to determine responsiveness to the requirements of the IFB. The Procurement Division finalized its’ due diligence process and confirmed that Atlas Door & Gate Inc was responsive to the requirements of the IFB and is a responsible firm. Once this step was completed the Public Works Department conducted an evaluation of the submittal identified by Procurement and concurred with the Chief Procurement Officer’s recommendation to award Atlas Door & Gate Inc, as the lowest responsive and responsible bidder in the estimated amount of $45,604.96 or not to exceed budgeted funds. Section 2-585 of the Procurement Code, entitled “Authority” authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on contract awards.
