CITY OF CORAL GABLES, FLORIDA RESOLUTION _________ A RESOLUTION ACCEPTING THE RECOMMENDATION OF THE CHIEF PROCUREMENT OFFICER TO AWARD RFQ 2025-038 FOR LANDSCAPE ARCHITECTURAL CONSULTING SERVICES AND NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT (“AGREEMENT”) WITH CALVIN, GIORDANO & ASSOCIATES, INC., KIMLEY-HORN AND ASSOCIATES, INC., LANDSCAPE DE, LLC, MILLER, LEGG & ASSOCIATES, INC., AND SAVINO MILLER DESIGN STUDIO, P.A., THE FIVE (5) HIGHEST RANKED RESPONSIVE-RESPONSIBLE PROPOSERS, PURSUANT TO SECTION 2-763 OF THE PROCUREMENT CODE ENTITLED “CONTRACT AWARD” AND FLORIDA STATUTE 287.055, KNOWN AS THE “CONSULTANTS COMPETITIVE NEGOTIATION ACT”. WHEREAS, on October 21, 2025, the Procurement Division of Finance formally advertised, issued, and distributed Landscape Architectural Consulting Services, Request for Qualification (RFQ) 2025-038 with the intent to qualify a pool of up to six (6) firms. One hundred and eighty-six (186) prospective proposers were notified by INFOR, the City’s web-based e-Procurement service; and WHEREAS, on December 5, 2025, six (6) firms responded in response to the RFQ: Calvin, Giordano & Associates, Inc., CPH Consulting, LLC, Kimley-Horn and Associates, Inc., Landscape DE, LLC, Miller, Legg & Associates, Inc., and Savino Miller Design Studio, P.A.; and WHEREAS, on February 9, 2026, the Evaluation Committee convened to evaluate the five (5) responsive and responsible proposals and ranked the firms in the following order: Calvin, Giordano & Associates, Inc. (top ranked), Kimley-Horn and Associates, Inc. (second ranked), Miller, Legg & Associates, Inc. (third ranked), Savino Miller Design Studio, P.A. (fourth ranked), and Landscape DE, LLC (fifth ranked). The Evaluation Committee recommended that the City negotiate with the five (5) responsive-responsible proposers to provide the requested services; and WHEREAS, the Chief Procurement Officer recommends accepting the Evaluation Committee’s recommendation to award and negotiate Agreements with the five (5) responsive-responsible proposers to provide the requested services for an initial three (3) year term with two (2) one-year renewals.; and WHEREAS, Section 2-585 of the Procurement Code authorizes the City Manager to delegate authority to the Chief Procurement Officer to administer and make recommendations on City contracts.
NOW THEREFORE
BE IT RESOLVED BY THE COMMISSION OF THE CITY OF CORAL GABLES: Section 1. The foregoing “Whereas” clauses are hereby ratified and confirmed as being true and correct and are hereby made a specific part of this Resolution upon adoption hereof. Section 2. That the City Commission accepts the recommendation of the Chief Procurement Officer to award RFQ 2025-038 Landscape Architectural Consulting Services and negotiate Professional Services Agreement (“Agreement”) with Calvin, Giordano & Associates, Inc. (top rank), Kimley-Horn and Associates, Inc. (second rank), Miller, Legg & Associates, Inc. (third rank), Savino Miller Design Studio, P.A. (fourth rank), and Landscape DE LLC (fifth rank), pursuant to Florida Statute 287.055, known as the “Consultants Competitive Negotiation Act” (CCNA); Section 3. That this Resolution shall become effective upon the date of its adoption herein.
