BUSINESS IMPACT ESTIMATE FORM Posted To Webpage: November 12, 2025 This Business Impact Estimate is given as it relates to the proposed ordinance titled: Ordinance #2025-45 “Amending Micromobility Devices” AN ORDINANCE OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF DORAL, FLORIDA, AMENDING ARTICLE VII OF CHAPTER 44, TITLED “MICRO- MOBILITY DEVICES”; RELATED TO THE REGULATION OF MICRO-MOBILITY DEVICES; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR INCORPORATION OF RECITALS; PROVIDING FOR INCORPORATION INTO THE CODE; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE Part I. Summary of the proposed ordinance and statement of public purpose1: The proposed ordinance provides the City with greater authority to regulate micromobility devices on their rights of way, as per Florida Statute §316.2128. Florida Statute §316.2128 authorizes municipalities to regulate the operation of micro-mobility devices and motorized scooters within their respective jurisdictions, subject to uniform traffic control laws, also Miami- Dade County Code § 2-98.3 establishes countywide regulations for shared mobility devices, which municipalities may further regulate within their jurisdictions. Part II. Estimate of the direct economic impact of the proposed ordinance on private, for-profit businesses in the City of Doral: (fill out subsections a-c as applicable, if not applicable write “not applicable”) a. Estimate of direct compliance costs that businesses may reasonably incur if the proposed ordinance is enacted: N/A 1 Address the public purpose to be served by the proposed ordinance, such as serving the public health, safety, morals, and welfare of the City of Doral. b.
