No. 16-35 Page 1 of 2 RESOLUTION No. 16-35 A RESOLUTION OF THE MAYOR AND THE CITY COUNCIL OF THE CITY OF DORAL, FLORIDA, APPROVING A MILITARY DISCOUNT PROGRAM FOR PARKS & RECREATION PROGRAMS AND PARK RENTALS; PROVIDING FOR IMPLEMENTATION; AND PROVIDING FOR AN EFFECTIVE DATE WHEREAS, the City of Doral (the “City”) Parks & Recreation Department (the “Department”) is currently offering sports, recreation programs and events pursuant to the fee schedule set by the Department and service providers and approved by the City Council in 2015; and WHEREAS, US Southern Command is located in the City of Doral resulting in an increase of military residing in the City; and WHEREAS, After experiencing an increased demand of military residents inquiring about military discounts the Parks & Recreation Department researched various discounts offered by neighboring municipalities and companies ; and WHEREAS, Staff has recommended that the City Council adopt the military discounts for the City of Doral Parks & Recreation Department, as presented in Exhibit “A”, which is attached hereto and incorporated herein by this reference.

NOW THEREFORE,

BE IT RESOLVED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF DORAL, FLORIDA, AS FOLLOWS: Section 1. Recitals. The above stated recitals are confirmed, adopted, and incorporated herein and made a part hereof by this reference. Section 2. Approval of Military Discounts. The Military Discounts for the City of Doral Parks & Recreation Department, as presented in Exhibit “A”, attached hereto and incorporated herein by this reference, is hereby approved. Res. No. 16-35 Page 2 of 2 Section 3. Implementation. The City Manager and the City Attorney are hereby authorized to take such action as may be necessary to implement the provisions of this Resolution. Section 4. Effective Date. This resolution shall take effect immediately upon adoption. The foregoing Resolution was offered by Councilmember Ruiz who moved its adoption. ATTEST: Absent/Excused MAYOR ma CONNIE DIAZ, C CITY CLERK APPROVED AS TO FORM AND LEGAL SUFFICIENCY FOR THE SOLE USE OF THE CITY OF DORAL WEIS CITY ATTORNEY AN, COLE, & BIERMAN, PL EXHIBIT “A” EXHIBIT “A” CITY OF DORAL PARKS & RECREATION DEPARTMENT MILITARY DISCOUNTS Recommendation Programs & Sports Leagues Staff respectfully recommends that due to the growing presence of military personnel who reside in the City of Doral, a twenty-five percent (25%) discount be implemented for all active, retired, and reserved military members, including immediate family (parents, spouse, and/or children) towards the final purchase price of selected sports leagues, programs, or facility rental under the Parks & Recreation Department. There will be an additional 50% discount for siblings when the additional child/children register for the same youth program. This discount would be implemented on the final purchase price. All eligible individuals will be required to present a military identification upon purchase to qualify for the discount. Each league and program will have 15% of the class capacity allocated for Military personnel and immediate family. It is on a first come, first serve basis. They can still receive the discount after the 15% capacity has been met. Park Party Rentals There will also be the benefit of receiving a $100 discount off of 1 park party rental a year and a 25% discount off of each rental thereafter. To receive the discount, the Military member must live in the City of Doral, the deposit will still be required, and they must be the payee. Parks and Recreation Director or designee shall review and revise the program on an on demand basis or lack of. Implementation: This veteran’s discount will be implemented immediately upon the beginning of a new season and/ or session and will be applied to all current and future programs. Programs & Sports • Adding a discount off of existing programs. See “Exhibit A.” o 25% discount for residents only that are military personnel, includes immediate family (parents, spouse, and/or children) o Allocating 15% of the spots available for each class to military personnel and immediate family. o There will be an additional 50% discount for siblings when the additional child/children register for the same youth program. o The discount can still be received after the allocated spots have been met. o See attached documents for cost recovery based on these numbers listed above. • Pavilion Discounts o $100 discount on 1 party rental per year (must be Doral Resident) o 25% discount off of rentals thereafter • Veterans brick campaign o Proceeds benefit the Miami VA Fisher House o Each brick cost $75 Registration Forms • Adding a section for veterans to check off o This will help create and build a database of the military personnel living in Doral. o This is already being implemented in our registration software. New Programs • Teen Club o The format would be that of a discussion/support group that meets at least once every other week. o Approve a curriculum of talking points and interactive activities. o Ensure the program attractive enough to captivate the teen population. o Activities other than discussion groups at least once a month (speakers, field trips, etc.) o Begin with a pilot program to ensure enough interest is generated. o Most of these would incur City funding. In addition, with an influx of programming coming on board during the fall and winter sessions, spacing at our parks would be an issue. o Could possibly work in the future at Doral Legacy Park. o Professional moderator to conduct discussion groups is preferred. (Preferably w/ knowledge in the child psychology field)  This is only recommended because there have been studies to show that the difficulties of being a Military child have become complex and dramatically increased the need for mental health services.  Having a mental health professional onsite could monitor the teen, if and when the parent(s) get deployed. Families of deployed military members reach different levels of adjustment.  There are also issues that may arise during post deployment. o Middle school and high school  Keep a journal  Engage in art activities  Write poetry  Write stories  Write cards or letters to the deployed family member  Relax by doing deep breathing and muscles relaxation exercises  Learn problem-solving strategies  Participate in small group discussions  Participate in support groups  Exercise  Listen to music  Take part in individual and group counseling when problems arise • Website o Adding a tab on the homepage Special Events • Veterans Day Ceremony and Parade o Each year the Parks & Recreation Department holds an annual Veterans Day Ceremony and Parade event honoring the veterans and military members for their service. Military members and veterans are encouraged to participate in the parade as well as attend the ceremony. At the 2015 Veterans Day Parade and Ceremony, the battle cross monument was gifted to the city and unveiled at the ceremony. • Independence Day Celebration o The City offers a Military Package for all military personnel during the event. They are eligible to receive free or discounted items at the event. o There is also a VIP section reserved at the front of the stage. • 5K Run o Military active and non-active members will have the registration fees waived when they present Military ID. o Capacity will be 15% of the previous year’s registration numbers. o All other military member who registers after capacity is met will receive a 50% discount.
