Second reading and public hearing of proposed ordinance granting a Conditional Use Permit (CUP) pursuant to Hialeah Code of Ordinances § 98-181 to allow the operation of a vocational and technical school; granting variances to allow: (i) 54 parking spaces where 121 parking spaces are required, (ii) 6.84 percent pervious area where 10 percent is required, (iii) a partial waiver of minimum landscape requirements through landscape mitigation pursuant to Section 98- 2235 of the City Code, and (iv) a zero (0) foot landscape buffer between the off-street parking area and the right-of-way along West 83rd Street and West 84th Street where a minimum seven (7) foot landscape buffer is required; all in contrast to the City of Hialeah Code of Ordinances §98-2189(9) and the Hialeah Landscape Manual, updated July 2025, Sections "E" and "D", entitled "Tree and Lawn Requirements by Zoning Classification" & "Shrubs, Vines, Ground Covers, Mulch, Buffers, Plant Quality, Storm Water Retention + Detention Areas, Native Species, Landscape Recertification and Landscape Mitigation". Property located at 550 West 84th Street, Hialeah, zoned M-1 (I ndustrial District) and legally described herein; repealing all ordinances or parts of ordinances in conflict herewith; providing penalties for violation hereof; providing for severability; and providing for an effective date. On March 10, 2026, the City Council approved the item on first reading subject to the addition of a parking decal requirement for students to the Declaration of Restrictive Covenents. Second reading and public hearing is scheduled for March 24, 2026, at 5:30 p.m. On February 25, 2026, the Planning and Zoning Board recommended the approval of the item subject to conditions.
