Second reading and public hearing of proposed ordinance granting a Variance Permit to allow a residential unit (Unit B) to have an area of 570 square feet, where 750 square feet is the minimum required; allow parking in the front setback, where no parking in the front setback is allowed; and allow 4 parking spaces fronting East 4 Street to back out into the right-of-way, where backout parking is only allowed in Low-Density Residential Districts; all in contrast to Hialeah Code of Ordinances §98-876(b)(3), §98-881(1)a.2., and §9-3(a)(3). Property located at 158 East 4 Street, Hialeah, zoned CR (Commercial-Residential District) and legally described in Exhibit "A"; repealing all ordinances or parts of ordinances in conflict herewith; providing penalties for violation hereof; providing for a severability clause; and providing for an effective date. On February 24, 2026, the City Council approved the item on first reading. Second reading and public hearing is scheduled for March 10, 2026. On January 28, 2026, the Planning and Zoning Board recommended the approval subject to conditions: Conditions: 1. The applicant shall eliminate the tandem parking space and accommodate the fourth parking space towards the east side of the property. 2. The applicant shall improve the front façade, maintaining the original architectural style of the structure. 3.
