First reading of proposed ordinance rezoning property from R-1 One-Family District to OPS Office and Professional Services for the property located at 590 East 8th Avenue, Hialeah, zoned R-1 One-Family District, legally described herein; repealing all ordinances or parts of ordinances in conflict herewith; providing penalties for violation hereof; providing for a severability clause; and providing for an effective date. On May 27, 2026, the Planning and Zoning Board recommended approval of the item subject to conditions. Conditions: 1. The site shall be developed in substantial accordance with the plans signed and sealed by Fausto Guerrero, P.E., dated March 10, 2026; and 2. The first 10 feet from the property line of the proposed 6-foot-high concrete walls along the south and west property lines shall not exceed a maximum height of 2 feet, 7 inches in order to maintain the required visibility for adjacent single-family homes and ensure safety when exiting to the street; and 3. The proposed 4-foot-high masonry wall located on the Northeast corner of the property at the intersection of East 8th Avenue and East 6th Street shall be reduced to a maximum height of 2 feet, 7 inches in order to comply with the required triangle of visibility regulations; and 4. The applicant shall obtain approval from the Streets Division for the modification of the existing sidewalk within the public right-of-way to accommodate driveway access, in accordance with City standards; and 5. Final roadway, utility, drainage, and access impacts associated with the proposed conversion shall be reviewed and approved by the applicable reviewing departments and agencies during the Site Plan and Concurrency review process to ensure that adequate public facilities, infrastructure capacity, and safe site access are provided.
