First reading of proposed ordinance granting a Conditional Use Permit (CUP) pursuant to Hialeah Code of Odinances § 98-181 to allow the operation of a vocational and technical school; granting Variances to allow (i) 54 parking spaces where 121 parking spaces are required, (ii) 6.84 percent pervious area where 10 percent is required, (iii) a partial waiver of minimum landscape requirements through landscape mitigation pursuant to Section 98-2235 of the City Code, and (iv) a zero (0) foot landscape buffer between the off-street parking area and the right-of-way along West 83rd Street and West 84th Street where a minimum seven (7) foot landscape buffer is required; all in contrast to the city of Hialeah Code of Ordinances §98-2189(9), and the Hialeah Landscape Manual, updated July 2025, Sections "E" and "D", entitled "Tree and Lawn Requirements by Zoning Classification" & "Shrubs, Vines, Ground Covers, Mulch, Buffers, Plant Quality, Storm Water Retention + Detention Areas, Native Species, Landscape Recertification and Landscape Mitigation".
