A resolution of the mayor and city commission of the city of miami beach, florida, expressing unwavering support and solidarity with the cuban people in their pursuit of liberty and the restoration of fundamental human rights; recognizing the acuerdo de liberación (“freedom accord”) as a roadmap for a democratic transition in cuba; and recognizing the direct public purpose by mitigating the potential local impacts of security, humanitarian, and/or migration crises along with the regional benefit of fostering hemispheric democracy and promoting regional stability; and further, authorizing the city manager, or his designee, to negotiate and execute, in a form acceptable to the city attorney, a memorandum of understanding (“MOU”) with the fundación para la democracia panamericana (“fdp”), a florida-based, 501(c)(3) non-profit organization, to allow designated city personnel to voluntarily provide remote, pro-bono technical advisory support and to share municipal best practices, standard operating procedures, and institutional knowledge with fdp to assist in the freedom accord’s transition planning process, subject to operational availability and established data security protocols.
