A resolution of the mayor and city commission of the city of miami beach, florida, accepting the written recommendation of the city manager and waiving, by 5/7th vote, the formal competitive bidding requirement as permitted in section 2-367(e) of the city code, finding such waiver to be in the best interest of the city; and approving, in substantial form, a new concession agreement between the city and the french american association of crafts & trades corp. For the management and operation of the french market at south pointe park, having an initial term of three (3) years, commencing retroactively on october 1, 2025 and expiring on september 30, 2028, with two (2) one-year renewal terms at the city's option; further, authorizing the city manager to finalize the agreement; and further, authorizing the city manager and city clerk to execute the agreement.
