A resolution of the mayor and city commission of the city of miami beach, florida, accepting the written recommendation of the city manager and waiving, by a 5/7th vote, the formal competitive bidding requirement, as permitted in section 2-367(e) of the city code, finding such waiver to be in the best interest of the city, and approving, in substantial form, and authorizing the city manager to execute a professional services agreement with pave mobility, INC., to conduct a new one (1) year pilot program to implement an automated parking enforcement system, pursuant to the recommendation of the finance and economic resiliency committee, at four (4) municipal parking lots: p-12 (900 washington avenue), p-13 (1000 washington avenue), p-16 (1262 collins avenue), and p-71 (4621 collins avenue).
