A resolution of the mayor and city commission of the city of miami beach, florida, directing the city administration to prepare a request for qualifications (RFQ) for an artificial intelligence consultant to evaluate opportunities for artificial intelligence-based efficiencies, workload reductions, contracting opportunities, expenditure reductions, and long-term cost savings across all city departments, including, without limitation, resident services, permitting, procurement, contracts, finance, human resources, workforce management, public records, administrative functions, and other city operations, with such RFQ to require that the selected consultant be compensated on a contingency-fee basis, with payment tied solely to verifiable savings identified and realized by the city as a result of the consultant's recommendations; and further directing the city administration to evaluate which city functions or positions may be appropriately contracted out, consolidated, automated, reduced through attrition, or otherwise restructured in order to reduce government expenses, improve accountability, better control staffing costs and work hours, and prepare the city for anticipated fiscal pressures.
