WHEREAS, the Florida Legislature enacted the Community Redevelopment Act of 1969, which is presently codified in Chapter 163, Part III, Sections 163.330 through 163.464, Florida Statutes (“Act”); and WHEREAS, on April 9, 2026, the City of Miami (“City”) Commission, as the governing body of the Allapattah Redevelopment District Community Redevelopment Agency (“Allapattah CRA”) adopted Resolution No. R-26-0161 which authorized the creation and operation of the Allapattah CRA in accordance with the Act; and WHEREAS,

356 Florida Statutes authorizes a Community Redevelopment Agency to employ an Executive Director, among other employees, as it requires; and WHEREAS, the City Commission also serves as the governing body of the Allapattah CRA; and WHEREAS, the Allapattah CRA and the City desire, through an Interlocal Agreement, to authorize the City Manager, or designee to aid the Allapattah CRA with administrative support, until an Executive Director of the Allapattah CRA is appointed; and WHEREAS, should the City incur any fees or costs associated with the administrative support, the Allapattah CRA shall reimburse the City; and WHEREAS, on June 11, 2026, the Allapattah CRA adopted Resolution No. ACRA-R-26- 0001, authorizing an Interlocal Agreement with the Allapattah CRA for the administrative support of the City Manager, or designee, as stated herein; and WHEREAS, the City Commission finds that authorizing this Resolution is in the best interests of the City and its residents;

NOW, THEREFORE,

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. An Interlocal Agreement, in a form acceptable to the City Attorney, to allow for the City Manager, or designee to provide administrative support services to the Allapattah CRA, until an Executive Director of the Allapattah CRA is appointed, is hereby authorized.1 Section 3. The City Manager or designee is hereby authorized1 to negotiate and execute an Interlocal Agreement, in a form acceptable to the City Attorney, and do all things necessary to effectuate this resolution. Section 4. The City shall be reimbursed by the Allapattah CRA any fees or costs associated with the City Manager or designee providing said administrative support to the Allapattah CRA. Section 5. This Resolution shall become effective immediately upon its adoption. APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions.
