WHEREAS, the Liberty City Community Revitalization Trust ("Trust") will implement a 2025 Summer Youth Employment Program ("Program") that imparts financial empowerment through paid work assignments and affords participants an opportunity to gain work experience throughout the City of Miami (“City”); and WHEREAS, the Program will employ District 5 youth residents between the ages of fourteen (14) through twenty (20) years of age at the rate of Fifteen and 00/100 Dollars ($15.00) per hour for the duration of the Program which will commence in June of 2023 and will operate for a period of eight (8) weeks; and WHEREAS, District 5 Commissioner Christine King (“Commissioner”) wishes to provide grant funds from the District 5 Commissioner’s share of Anti-Poverty Initiative (“API”) funds in an amount not to exceed Two Hundred Fifty Thousand and 00/100 Dollars ($250,000.00) for the Program; and WHEREAS, Mayor Francis X. Suarez (“Mayor”) wishes to provide grant funds from the Mayor’s share of Miami For Everyone Program (“MFE”) funds in an amount not to exceed One Hundred Fifty Thousand and 00/100 Dollars ($150,000.00) for the Program; and WHEREAS, the total grant funding being provided to the Trust for the Program is an amount not to exceed Four Hundred Thousand and 00/100 Dollars ($400,000.00); and WHEREAS, the City Manager is requesting authority from the City Commission to negotiate and execute any and all documents necessary, subject to all applicable requirements of all Federal, State, and local laws, including the Charter of the City of Miami, Florida, as amended (“City Charter”), and the Code of the City of Miami, Florida, as amended (“City Code”), and in forms acceptable to the City Attorney, for the allocation of the funds for the Program;

NOW, THEREFORE,

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated herein as if fully set forth in this Section. Section 2. The City Manager is authorized1 to allocate funds from the District 5 Commissioner’s share of API funds to the Trust for the Program in an amount not to exceed Two Hundred Fifty Thousand and 00/100 Dollars ($250,000.00). Section 3. The City Manager is further authorized1 to allocate funds from the Mayor’s share of MFE funds to the Trust for the Program in an amount not to exceed One Hundred Fifty Thousand and 00/100 Dollars ($150,000.00). Section 4. The City Manager is further authorized1 to negotiate and execute any and all documents necessary, subject to requirements of all Federal, State, and local laws, including the City Charter and City Code, and in forms acceptable to the City Attorney, for said purpose. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it is passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
