WHEREAS, the Florida Department of Law Enforcement (“FDLE”) has funds available from a recurring appropriation in The General Appropriations Act, 2024 Legislature, Section 4, Specific Appropriation 1293A, Special Categories – Online Sting Operation Grant Program, intended to be provided to law enforcement agencies as reimbursement of eligible costs resulting from allowable investigative activities; and WHEREAS, the FDLE has decided to grant financial assistance to the City of Miami’s (“City”) Police Department (“MPD”) to support the implementation of online sting operations to target individuals who are soliciting children online; and WHEREAS, the City was awarded grant, in the amount of $77,895.71 (“Grant”) on a reimbursement basis, for the purchase of equipment and supplies, to include software that are directly related to online sting operations; and WHEREAS, the period for this grant award is from July 1, 2024, through June 30, 2025; and WHEREAS, the Grant does not require a City match;

NOW, THEREFORE,

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: Online Sting Operations Grant Program for Local Law Enforcement RESOURCES: Florida Department of Law Enforcement $77,895.71 APPROPRIATIONS: Purchase of Equipment, Supplies, & Software $77,895.71 Section 3. The City Manager is authorized1 to execute a Grant agreement with FDLE, in substantially the attached form, to accept the Grant, with no City match funds required, and appropriating the Grant funds to MPD to support the creation of online sting operations to target individuals who are soliciting children online. Section 4. The City Manager is further authorized1 to designate the Chief of Police or other designee to negotiate and execute any and all other necessary documents, all in forms acceptable to the City Attorney, to implement the acceptance and administration of the funds and compliance with requirement of the award agreement. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten (10) calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City of Miami Commission.
