WHEREAS, the neighborhood commonly referred to as “Allapattah” in the City of Miami (“City”) spans approximately five (5) miles (“Allapattah”) and has long been home to a melting pot of residents from Central America to the Caribbean; and WHEREAS, Allapattah has an eclectic and rich history known for its culture, arts, festivals, shoppes, and marketplaces; and WHEREAS, Allapattah, however, has been plagued in recent years by crime, drugs, decay, and lack of affordable housing, which has resulted in the displacement of many longtime residents; and WHEREAS, on July 13, 2023, the City adopted Resolution No. R-23-0306 which among other things accepted the Finding of Necessity Report (“FON”) which illustrated the need to expand the boundaries of the OMNI Redevelopment District Community Redevelopment Agency (“OMNI CRA”) into Allapattah and other areas of the City; and WHEREAS, the FON demonstrated the need for a Community Redevelopment Agency in the Allapattah area; and WHEREAS, the expansion into the Allapattah area was never finalized to be inclusive of the boundaries of the OMNI CRA; and WHEREAS, now the City Commission desires to revisit the idea of expanding the boundaries of the OMNI CRA into the area of Allapattah, as depicted in Exhibit “A” attached and incorporated herein and identified by the legal description attached and incorporated herein as Exhibit "B”;

NOW, THEREFORE,

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is directed to work with the Executive Director of the OMNI CRA to take any and all steps necessary to move forward with expanding the boundaries of the OMNI CRA into the area of Allapattah, as depicted in Exhibit “A,” attached and incorporated herein and identified by the legal description attached and incorporated herein as Exhibit “B”. Section 3. The City Manager is further authorized1 to execute all necessary documents, in a form acceptable to the City Attorney, for said purpose. Section 4. This Resolution shall become effective immediately upon its adoption. APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions.
