CITY OF MIAMI, FLORIDA INTER-OFFICE MEMORANDUM ________________________________________________________________________________________________________________________ TO: Arthur Noriega V DATE: November 1, 2024 City Manager SUBJECT: Bid Waiver Authorization FROM: Andrew Frey, Director REFERENCES: N/A Department of Real Estate & Asset Management ENCLOSURES: N/A _______________________________________________________________________________________________________________________ BACKGROUND: Perfect Home Life, LLC (“Perfect Home”), is a Florida Limited Liability Company, specializing in a nurse registry. Perfect Home has expressed interest in utilizing approximately 359 Square Feet of vacant office space from the City of Miami (“City”) property located at 900 SW 1st Street, Miami, Florida, 33130 (“Property”) to operate an administrative office for a nurse registry (“Project”). It would be advantageous to the City to allow Perfect Home the use of the Property for the Project and waive procurement requirements at this time. Approving the use of the Property for the Project will allow for providing new services to the community and generate a new revenue stream for the City as soon as possible with no added time for the procurement process, which is in the City’s and the greater community’s best interest. RECOMMENDATION: In light of the above, DREAM respectfully requests approval of a waiver of the formal requirements of competitive sealed bidding methods as not being practical or advantageous to the City as set forth in the City Code of Ordinances, as amended, specifically Section 18-85(a), the affirmation of these written findings and the recommendation to the City Commission for ratification by a four-fifths vote.
