AGENDA ITEM SUMMARY FORM File ID: #17297 Date: 02/27/2025 Requesting Department: Office of Resilience and Sustainability Commission Meeting Date: 03/13/2025 Sponsored By: District Impacted: All Type: Resolution Subject: Execute Agrmt - C40 Heat, Health, and Equity Challenge Fund Purpose of Item: A resolution of the Miami City Commission, with attachment(s), authorizing the City Manager to execute agreements related to the C40 Heat, Health, and Equity Challenge Fund; and further authorizing the City Manager to negotiate and execute any and all necessary documents, including agreements, amendments, renewals, and extensions, all in forms acceptable to the City Attorney, and providing for an effective date. Background of Item: The City released the Miami Forever, Climate Ready: Extreme Heat Plan in December 2024. Actions within this plan include compiling and sharing data on extreme heat within the City. In Miami, the nexus between outdoor and indoor heat temperatures needs additional data. Buildings provide shade from heat, but some structures do not provide passive cooling effects. According to the 2021 American Community Survey (ACS), over 70% of the population in Miami are renters, further exacerbating the ability to implement cooling measures within homes. Additionally, the ACS shows that over 84% of respondents report living in the same home as one year ago. Types of buildings, status of homeownership, level of heat in homes, and feedback on the types of cooling measures preferred is needed to help make informed decisions on ways to mitigate extreme heat during the Heat Season. Through its C40 membership and participation in their Cool Cities Network, the City applied for the C40 Heat, Health, and Equity Challenge Fund and was notified of award of $68,691 to implement a project to place indoor heat sensors in approximately 60 homes throughout the City. Outdoor heat sensors will also be placed near homes that receive the indoor sensors. The intent is to compile indoor and outdoor heat data and resident feedback on lived experiences that the City will analyze to determine localized needs for extreme heat mitigation within overburdened communities. The City will work with Catalyst Miami to implement the project. C40 will directly pay for activities proposed by the City and funds will not be distributed to the City. C40 will directly procure the goods, services, and activities proposed by the City on their behalf.
