WHEREAS, the City of Miami (“City”) is committed to promoting environmental sustainability and enhancing the quality of life for its residents; and WHEREAS, trees and green spaces play a critical role in improving air quality, reducing urban heat islands, and providing aesthetic and recreational benefits; and WHEREAS, it is essential to ensure that the City's tree and environmental regulations are aligned with best practices to effectively protect and manage these valuable resources; and WHEREAS, a comprehensive assessment of the current regulations and administrative processes will help identify areas for improvement and ensure that the City is utilizing the most effective strategies for environmental stewardship;

NOW, THEREFORE,

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble to this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is hereby directed to conduct a city-wide assessment of the City's tree and environmental regulations, including the subsequent administrative processes, to ensure that they reflect best practices in environmental management. Section 3. The assessment shall include, but not be limited to, a review of current regulations, comparison with best practices from other municipalities, identification of gaps or areas for improvement, and recommendations for updates or changes to the regulations and processes. Section 4. The City Manager shall report back to the City Commission within one hundred eighty (180) days but no later than the City Commission on November 20, 2025 to state whether the current practices regarding trees and the environment are aligned with best practices. If they are not, the City Manager shall provide recommendations on how to improve both internal and external processes, including possible amendment to the City Code. Section 5.
