WHEREAS, the City of Miami ("City") is committed to fostering an equitable workforce by addressing gender disparities and empowering women to access high-demand, sustainable careers; and WHEREAS, Miami-Dade County's tech sector is experiencing rapid growth, yet women remain significantly underrepresented in key roles such as software developers, computer support specialists, and programmers, comprising thirty percent (30%) or less of the workforce in 11 of 16 critical tech occupations (“Miami Tech Works Gap Analysis”); and WHEREAS, CareerSource South Florida ("Provider") proposes the Women in Tech (“WIT”) program to equip twenty-five (25) women residents of the City with industry-recognized certifications, hands-on experience, and structured paid work placements, including opportunities within the City’s Information Technology Department; and WHEREAS, the WIT program will consist of an 18-week training curriculum in programming, web development, and cloud computing, followed by structured on-the-job training (“OJT”) that includes mentorship and task-based training from local employers to prepare participants for sustainable employment in the tech sector; and WHEREAS, the requested funds in an amount not to exceed $250,000.00 will be used for wage reimbursement during on-the-job training, matching CareerSource South Florida’s commitment of an additional $250,000.00; and WHEREAS, the program will promote economic self-sufficiency for women by providing pathways to careers with starting wages of $15.00 per hour or higher, while addressing local labor shortages and fostering the county’s economic growth; and WHEREAS, the City Manager requests the authority to negotiate and execute the Agreement with the Provider, along with any necessary amendments, extensions, or modifications to ensure the successful implementation of the WIT program;

NOW, THEREFORE,

BE IT RESOLVED BY THE COMMISSION OF THE CITY OF MIAMI, FLORIDA: Section 1. The recitals and findings contained in the Preamble of this Resolution are adopted by reference and incorporated as if fully set forth in this Section. Section 2. The City Manager is authorized1 to execute the Women in Tech (WIT) Program between the City of Miami and the CareerSource South Florida for the implementation WIT Program tp provide training and structured paid work placements for twenty-five (25) women City residents, with industry-recognized certifications and hands-on experience in high- demand tech occupations as defined in the Agreement. The term of the agreement shall be for a period of one (1) year, commencing on April 1, 2025 and expiring on March 31, 2026 with the option to renew for up to five (5) additional similar periods, subject to the same not-to-exceed amounts and terms and conditions, contingent on budgetary approval at the time of renewal. Section 3. The following new Special Revenue Project is established and resources are appropriated as described below: FUND TITLE: “Women In Tech (“WIT”) RESOURCES: CareerSource of South Flroida $250,000.00 “On-the-Job Training and Apprenticeships” City-Match $250,000.00 APPROPRIATIONS: $500,000.00 Section 4. The City Manager is authorized1 to negotiate and execute an agreement with CareerSource South Florida, including any and all necessary amendments, extensions, and modifications, all in forms acceptable to the City Attorney, to implement the WIT program. Section 5. This Resolution shall become effective immediately upon its adoption and signature of the Mayor.2 APPROVED AS TO FORM AND CORRECTNESS: 1 The herein authorization is further subject to compliance with all legal requirements that may be imposed, including but not limited to, those prescribed by applicable City Charter and City Code provisions. 2 If the Mayor does not sign this Resolution, it shall become effective at the end of ten calendar days from the date it was passed and adopted. If the Mayor vetoes this Resolution, it shall become effective immediately upon override of the veto by the City Commission.
