SPECIAL MEETING MINUTES TUESDAY, DECEMBER 9, 2025, 4:00 P.M. SPECIAL MEETING MINUTES TUESDAY, DECEMBER 9, 2025, 4:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA The special meeting was called to order by the mayor at 4:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Ken Fairman Councilmember Ariel Meyer Vice Mayor Jerry Greenberg Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman The Council discussed the following litigation matter in an Executive Session pursuant to F.S. 286.011: MEGLADON INC. VS. VILLAGE OF PINECREST, CASE NO. 21-CV-22819-RKA The Executive Session was requested by the attorney at a public meeting and was duly noticed by the clerk. The mayor announced that the purpose of the Executive Session was to discuss litigation strategy and that the following individuals may be present at the session: • Members of the Village Council • Village Manager Galiano Gomez • Village Attorneys Mitchell Bierman, Chad Friedman, Alicia Gonzalez, Eric Stettin, Matt Mandell, Lewis Nicholson Jack Jr, and Stephen A. Marino, Jr. • Court Reporter December 9, 2025 Village Council Special Meeting Page 2 of 2 #Pinecresting The public meeting was recessed at 4:01 p.m. and the aforementioned individuals retreated to the Village Manager’s Conference Room for the Executive Session. The public meeting was reconvened at 5:16 p.m. and the mayor announced the conclusion of the Executive Session and continuation scheduled for a future date. Councilmember Greenberg made a motion to defer the remaining agenda items to a future meeting. The motion was seconded by Councilmember del Prado and adopted by a unanimous voice vote. The following item was withdrawn from the consent agenda by Councilmember Greenberg and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AN AGREEMENT WITH THE SALTY SISTERS CAFÉ FOR THE PINECREST COMMUNITY CENTER FOOD AND BEVERAGE CONCESSION; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember Meyer made a motion adopting the resolution. The motion was seconded by Councilmember del Prado. Resolution 2025-71 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Greenberg, Meyer, Vice Mayor Fairman and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember del Prado and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH AQUATIC CONTROL GROUP, INC. FOR CANAL MAINTENANCE SERVICES; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion adopting the resolution. The motion was seconded by Councilmember Meyer. Resolution 2025-72 was adopted by a unanimous voice vote. The mayor opened the public hearing. The following addressed the Council: Bob Panoff, 11800 Southwest 69 Court; Laura Vargas, 8650 Southwest 67 Avenue, Apt. 1014; James Suarez, 13550 Southwest 70 Avenue; and Donovan Cluff, 8395 Southwest 135 Street, Pinecrest. Councilmember Meyer made a motion adopting the resolution. The motion was seconded by Vice Mayor Fairman. Resolution 2025-73 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Greenberg, Meyer, Vice Mayor Fairman and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: Dr. Jazmin Locke Rodriguez, Ph. D. made a presentation to the Council regarding updates of the Pinecrest Floating Islands pilot. The following addressed the Council: Bob Panoff, 11800 Southwest 69 Court, Pinecrest. Student Jake Lazar made a presentation to the Council regarding Miami Palmetto Senior High’s Panther Pantry, which supports students and families facing food insecurity, homelessness, or unexpected hardships. VI. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE 2024- 2025 OPERATING AND CAPITAL OUTLAY BUDGET (4th QUARTER); PROVIDING FOR AN EFFECTIVE DATE. The manager addressed the Council. The mayor opened the public hearing. There were no speakers. Vice Mayor Fairman made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember Greenberg. Ordinance 2026-6 was adopted by a unanimous roll call vote. REPORTS AND RECOMMENDATIONS: The Council discussed safety concerns related to open carry of firearms in municipal parks and, by consensus, supported advocating to the Florida Legislature regarding Senate Bill 406 to exempt municipal parks from open carry. The Manager was directed to send a letter to legislators, with the option to follow up with a formal resolution at a later meeting. The manager submitted the following communiqués and reports to the Council: • November 2025 Follow-up Report • Monthly Departmental Reports • Freebee Update • Freebee Correspondence • Peafowl Update Report The manager provided an update on the progress of the Kendall Shared Use Path, including project delays due to weather impacts and permitting issues. The Council had a discussion regarding Aleyda Mas Park’s timeline. The council agreed to move forward by issuing the RFP while scheduling a workshop to reassess scope, costs, and priorities before final commitment. The Council had a discussion regarding continued compliance at True North based on staff audits and a Kimley-Horn traffic study, and commended Building and Planning for ongoing monitoring. The manager will contact True North to determine interest in sharing compliance practices with Council. The Council discussed efforts to improve parking conditions at Pinecrest Elementary School, including outreach to the church across the street regarding potential use of their rear property, which was declined due to future development plans. Staff will continue exploring alternative parking and safety measures, including possible use of landscape features to protect visibility and manage parking near adjacent properties. Additionally, the Police Chief agreed to review whether monthly data on speeding warnings and citations can be added to the department’s regular reports to support policy decision- making. The council requested a workshop to discuss various topics including policy decisions and strategic planning. The council requested a poll of dates to meet in January. Councilmember del Prado made a motion ratifying the manager’s appointment of Ira Gonzalez and the mayor’s appointment of James Suarez pursuant to Division 2.3(a) of the Land Development Code. The motion was seconded by Councilmember Fairman and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Greenberg, Meyer, Vice Mayor Fairman, and Mayor Corradino voting Yes. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • Nicole Tobias Day (October 22, 2025) • Daniel Enekes Day (November 18, 2025) • Esther Cabrera Day (November 1, 2024) The clerk submitted a copy of the minutes of the Education Advisory Council meeting of November 18, 2025. VIII. RESOLUTIONS: There were no resolutions considered by the Council. IX. PLANNING: There were no planning matters considered by the Council. X.
