SPECIAL MEETING MINUTES TUESDAY, MAY 13, 2025, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA The special meeting was called to order by the vice mayor at 6:00 p.m. Present were the following: Councilmember Shannon del Prado (virtual) Councilmember Ken Fairman Councilmember Ariel Meyer Vice Mayor Jerry Greenberg Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman Mayor Joseph M. Corradino was absent. Vice Mayor Greenberg led the Pledge of Allegiance. Councilmember Fairman made a motion to allow Councilmember del Prado to participate virtually via the Zoom Platform. The motion was seconded by Councilmember Meyer and adopted by unanimous consent. The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, APPROVING THE CONVEYANCE OF APPROXIMATELY 6,085 SQUARE FEET OF DEDICATED RIGHT-OF-WAY ALONG SW 128TH STREET AND SW 57TH AVENUE, AS FURTHER LEGALLY DESCRIBED IN EXHIBIT “A,” TO ARMANDO & SILVIA DIAZ; PROVIDING FOR AUTHORIZATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. May 13, 2025 Village Council Special Meeting Page 2 of 3 #Pinecresting The vice mayor opened the public hearing. There were no speakers. Councilmember Fairman made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember Meyer. Ordinance 2025-3 was adopted by a 4 – 0 roll call vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, and Vice Mayor Greenberg voting Yes. The following proceeding was held by the Council, pursuant to Chapter 2 (Article VI) of the Code of Ordinances, and began being heard no later than 7:00 p.m. All witnesses giving testimony in the following quasi-judicial proceedings were sworn-in by the village clerk. HEARING #2025-0513-1. JEAN BERNARD PIERRE-LOUIS (OWNER) AND LUIS BERMUDEZ (APPLICANT) ARE REQUESTING APPROVAL OF A FINAL SUBDIVISION PLAT (“PARAISO ESTATES”) FOR THE DIVISION OF PROPERTY AND CREATION OF TWO (2) SINGLE-FAMILY RESIDENTIAL LOTS ON PROPERTY LOCATED AT 6060 SW 120 STREET, PINECREST, FLORIDA, WITHIN THE EU-1, RESIDENTIAL ESTATE ZONING DISTRICT. LOT 1 IS PROPOSED TO BE 52,284 SQUARE FEET IN GROSS AREA (46,087 SQUARE FEET NET); AND LOT 2 IS PROPOSED TO BE 60,709 SQUARE FEET IN GROSS AREA (45,942 SQUARE FEET NET). The Council disclosed ex parte communications Luis Bermudez, the applicant, addressed the Council. Planning Director Olmsted gave an oral report, based on his memorandum of May 6, 2025, recommending approval of the request, subject to conditions of approval. Councilmember Fairman made a motion to approve the hearing with staff recommendations. The motion was seconded by Councilmember Meyer and approved on a 4 – 0 roll call vote. Vice Mayor Greenberg made a motion adopting the consent agenda items. The motion was seconded by Councilmember del Prado and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember del Prado and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO ROGAR MANAGEMENT FOR THE SIDEWALK FLAGS REPLACEMENT 3RD PHASE PROJECT; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion adopting the resolution. The motion was seconded by Councilmember Meyer. Resolution 2025-40 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Mayor Corradino and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO AMEND THE AGREEMENT AMOUNT WITH THE DUTCH URBAN DESIGN TEAM [DUDT] MADE UP OF TWO ENTITIES (DICK VAN VEEN AND BIKE MINDED) FOR MISCELLANEOUS MULTIMODAL TRANSPORTATION CONSULTING SERVICES; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Vice Mayor Greenberg made a motion adopting the resolution. The motion was seconded by Councilmember Meyer. Resolution 2025-41 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes. IV. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, COMPREHEN-SIVELY AMENDING ARTICLE III, “RIGHTS-OF-WAY-COMMUNICATION FACILI-TIES,” AND ARTICLE V, “ARTICLES IN THE PUBLIC RIGHT-OF-WAY AND OTH-ER PLACES,” OF CHAPTER 26, “STREETS, SIDEWALKS AND OTHER PUBLIC PLACES,” OF THE VILLAGE CODE OF ORDINANCES RELATING TO UNDER-GROUNDING OF UTILITIES, PRIVATE PROPERTY OWNER UTILITY UNDER-GROUNDING FOR NEW CONSTRUCTION AND RECONSTRUCTION, RE-MOVAL OF REDUNDANT UTILITY POLES, AND OTHER AMENDMENTS FOR CONSISTENCY WITH FLORIDA LAW; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. The attorney addressed the Council and requested deferral of the item. By unanimous consent the Council agreed to defer the item to a future meeting. VII. REPORTS AND RECOMMENDATIONS: Vice Mayor Greenberg requested authorization to donate $5,000 for the HIP Program at Miami Palmetto Senior High School. The mayor opened the public hearing. The Council unanimously authorized the donation. Vice Mayor Greenberg, who chaired the Mayor’s Education Advisory Council (EAC), shared a report regarding strong appreciation from schools and PTAs for the village's support and unique council structure. The manager submitted the following communiqués and reports to the Council: April 2025 Follow-up Report Monthly Departmental Reports Freebee Update The manager proposed donating from unused community grant funds to Feeding South Florida, which is facing food shortages due to lack of agricultural support. The council also discussed promoting Front Porch, a local volunteer food collection effort, through official communication channels. The Council unanimously directed the manager to donate in the amount of $1,500 to Feeding South Florida and invite representatives from both organizations to a future meeting to discuss broader support. May 22, 2025 Village Council Meeting Page 5 of 5 #Pinecresting Councilmember Meyer suggested that, if surplus funds are available before the end of the fiscal year, the Village consider allocating a small additional amount to the PTAs to help offset costs. The matter will be further discussed during the budget meetings in September. Pinecrest Parks & Recreation Director Rob Mattes and Justine Velez, representing the village’s consultant, made a presentation to the Council regarding the Aleyda Mas Park Conceptual Design. It was consensus of the Council to proceed with Option 2, without the pool. The June Council meeting was rescheduled to 5:00 p.m. VIII. RESOLUTIONS: There were no resolutions considered by the Council. IX. PLANNING: There were no planning matters considered by the Council. X.
