RESOLUTION NO. 2026- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ESTABLISHING THE YOUTH ADVISORY COUNCIL; PROVIDING FOR MEMBERSHIP, APPOINTMENTS, OFFICERS, MEETINGS, ABSENCES, AND DUTIES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village Council wishes to establish a Youth Advisory Council;
NOW, THEREFORE,
BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA AS FOLLOWS: Section 1. Creation. That the Village Council hereby establishes the Youth Advisory Council (YAC). Section 2. Membership. The YAC shall consist of up to twenty (20) members which shall be Village residents who are actively enrolled in a public or private school in grades 8 – 12. Section 3. Appointments/Terms. The members of the YAC shall be chosen through an application and selection process established by staff, and shall be appointed, with the consensus of the Village Council, for a one-year term, with all terms expiring on May 31st of each year. First time senior applicants shall not be eligible for appointment. Section 4. Officers. The YAC shall elect a chairperson, vice chairperson and secretary at the first regular meeting after annual appointments are made by the Village Council. The chairperson shall be the YAC liaison to the Council and Village Staff Members and will be responsible for conducting monthly meetings. The vice-chairperson shall perform the duties of the chairperson during the absence of the chairperson and those of a historian responsible for collecting videos and photos of YAC activities to be used in Village communications and social media throughout the term. The secretary shall be responsible for providing timely notice of meetings to the Village Clerk, keeping minutes of said meetings, and recording attendance at all YAC events. Section 5. Meetings. The YAC shall meet during the school year and shall submit status reports, including all recommendations, to the Village Council. All meetings shall be public subject to applicable state law. Section 6. Termination. All members shall abide by the terms of the Membership Agreement. Failure to abide by the terms of the agreement shall cause the removal of the -2- member. Section 7. Duties and Responsibilities. The YAC shall have the following responsibilities: • Review and discuss issues affecting the Village’s youth and adult residents; • Increase volunteerism and enhance civic education amongst themselves and their peers; • Promote debate and advocacy for youth issues; • Develop, perform, and provide a summary presentation to Council for at least one community service project per academic year; and • Share ideas, issues, concerns, and suggested improvements with the Village Council. Section 8. This resolution supersedes Resolutions 2009-58, 2011-41 2012-46, 2017- 19, 2018-26, 2020-6, and 2025-50. Section 9. This resolution shall take effect immediately upon adoption.
