RESOLUTION NO. 2025- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, REVISING CERTAIN FEES ASSESSED BY THE PARKS AND RECREATION DEPARTMENT FOR USE OF VILLAGE FACILITIES; PROVIDING FOR AN EFFECTIVE DATE.

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby revises certain fees assessed by the Parks and Recreation Department as outlined in the attached memorandum dated December 30, 2024. Section 2. Mattes, CPRE, CPSI, Parks and Recreation Director RE: Coral Pine Park Tennis Court Fee Change The Parks and Recreation Department recommends transitioning the tennis court reservation fee structure at Coral Pine Park from a per-person model to a per-court model. This change aligns with the existing pickleball court fee structure at the same location. A comparative analysis confirms that the proposed adjustment would maintain competitive fees relative to surrounding communities. Additionally, it will help the department streamline administrative operations, enhance the customer experience, and ensure fair and consistent fee application. Under the current system, staff must monitor court usage to confirm that all participants have paid the required per-person fee. Typically, one player reserves the court and pays for themselves, while others pay separately at the pro shop on the day of play. This process often leads to interruptions during play when staff address unpaid participants and an additional administrative burden for follow- up payment collection. These challenges create inefficiencies and detract from the overall customer experience. A simplified per-court fee model would resolve these issues by eliminating the need for individual payment tracking. This system has been successfully implemented for pickleball court reservations, significantly improving efficiency and the user experience. We anticipate similar results for tennis court reservations. The new recommended per-court fees are based on the current per-person rate multiplied by the average number of players per court rental (2.5). This calculation ensures that the updated fee structure remains revenue-neutral while aligning with the average usage patterns. With the new system in place, staff can reallocate time previously spent on payment verification and follow-ups to other essential tasks within the park.
