Award $5.88M contract to Conengineers Builders for park construction

RESOLUTION NO. 2025- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO CONENGINEERS BUILDERS FOR THE GARY MATZNER PARK CONSTRUCTION PROJECT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued an Invitation to Bid for the “Gary Matzner Park Construction” project; and WHEREAS, sealed proposals were received by the published deadline; and WHEREAS, Conengineers Builders submitted the most responsive proposal;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby determines that Conengineers Builders has submitted the most responsive bid and hereby authorizes the Village Manager to enter into an agreement with said firm for the furnishing of all labor, materials, tools, equipment, machinery, superintendence, and services necessary for the completion of the project as detailed in the Gary Matzner Park Construction Project Invitation to Bid packet in an amount not to exceed $3,631,448.04. The project is to build the new park. As a result of the ITB, the following eight (8) bids were received by the May 29, 2025, deadline: H.A. Contracting Corp. $5,885,000.00 West Construction $4,987,164.00 Conengineers Builders $3,631,448.04 Persons Services Corp. $5,087,457.00 Lunacon $4,498,700.00 Waypoint Contracting $4,560,000.0 All Construction and Plumbing $4,498,000.00 Vercetti $5,577,031.14 Based upon staff’s evaluation of the proposals, I hereby respectfully recommend the Village Council adopt the attached resolution awarding the contract for the Gary Matzner Park Construction project to the lowest Bidder, Conengineers Builders, in the amount of $3,631,448.04. Funding for this project was approved within the Fiscal Year 2026 Capital Improvement Projects for Gary Matzner Park.
