(2022-61) Councilmember Hochkammer made a motion adopting the consent agenda items. The motion was seconded by Councilmember del Prado and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: Parks and Recreation Assistant Program and Event Coordinator Gloria Zoghbi addressed the Council. AARP Representative Yvette Martinez also addressed the Council and presented the Village with a plaque for the Village’s commitment and efforts in serving the older residents and completing the first five-year cycle of continuous improvement. AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING
1 OF THE VILLAGE CODE OF ORDINANCES TO MODIFY IMPACT FEES FOR PARKS AND RECREATION, POLICE SERVICES, MUNICIPAL FACILITIES, AND STORMWATER DRAINAGE; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. Planning Director Steve Olmsted addressed the Council. Julie Herlands of Tischler Bise, the Village’s consultant, made a presentation to the Council. Vice Mayor Abbott made a motion to approve the ordinance on first reading. The motion was seconded by Councilmember Hochkammer and adopted by a unanimous roll call vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. The clerk announced second reading for November 1, 2022. VII. REPORTS AND RECOMMENDATIONS: Councilmember Hochkammer addressed the Council regarding a K-8 school and requested from staff to further research what the City of Coral Gables agreement looks like with Miami Dade County School Board. The Council unanimously agreed to further research the matter. Councilmember Hochkammer addressed the Council and discussed the appointment of a representative to the PACE District. It was the consensus of the Council for Councilmember-elect Fairman to serve as the Village’s representative. Councilmember Hochkammer requested a grant in the amount of $1,000 for the Two Hundred Club. The Council unanimously approved the grant request. The manager submitted the following communiqués and reports to the Council: • September 2022 Follow-up Report • Monthly Departmental Reports • Freebee Update • Employee Vaccination Update • Gulliver Prep Annual Enrollment Certification October 11, 2022 Village Council Meeting Page 4 of 6 #Pinecresting Robert Werthamer of Zyscovich Architects, on behalf of Miami Dade County Public Schools, made a presentation to Council regarding the Palmetto Senior High School development update. The clerk submitted the Office of the Village Clerk Annual Report for the fiscal year 2021-2022. The attorney provided an update regarding the FEMA arbitration matter due to Hurricane Irma. The attorney also provided an update regarding Miami-Dade County’s traffic circle improvements lawsuit. The clerk submitted copies of the following Committee Action Forms pursuant to Ordinance 2013-7: • Pinecrest Parkway Citizen’s Committee (September 15, 2022) • Pinecrest Parkway Citizen’s Committee (September 27, 2022) The mayor called a recess at 6:46 p.m. and reconvened at 7:00 p.m. VIII. RESOLUTIONS: There were no resolutions to discuss. IX. PLANNING: The following quasi-judicial proceedings were held by the Council, pursuant to Chapter 2 (Article VI) of the Code of Ordinances, at 7:00 p.m. time certain: All witnesses giving testimony were sworn-in by the clerk. HEARING #2022-0111-1. Kendall Imports, LLC (applicant) is requesting the Village Council’s final determination of architectural harmony and approval of their request to internally illuminate the existing entrance portal at the front of the Kendall Toyota automobile dealership, located at 10943 Pinecrest Parkway, Florida, within the BU- 1A General Business Development, and BU-2, Special Business Development Zoning Districts. (Deferred from January 11, 2022, February 8, 2022, March 8, 2022, April 12, 2022, May 10, 2022, June 8, 2022, July 11, 2022, September 13, 2022, and October 11, 2022) October 11, 2022 Village Council Meeting Page 5 of 6 #Pinecresting Councilmember Kraft made a motion to defer the hearing to November 1, 2022. The motion was seconded by Vice Mayor Abbott and adopted by a unanimous voice call vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. HEARING #2022-1011-1. G.F.B. Enterprises, LLC (Owner) and Lou Campanile (Applicant) are requesting approval of a final subdivision plat (“Kendall Imports North”) for the platting of property and the creation of one commercial tract on property located at 10601 and 10661 Pinecrest Parkway, Florida, within the BU—1A, General Business Development Zoning District. Tract “A” is proposed to be 1.45 acres (63,365 square feet) in area. Planning Director Steve Olmsted gave an oral report, based on staff’s memorandum of October 3, 2022, recommending approval subject to the following conditions: 1. Extension of county water and sewer to the subject property and review and approval of the final plat by the Miami-Dade County Water and Sewer Department. 2. Indication of utility easements on the final plat and installation of underground utilities. 3. Confirmation of the location and test results of soil borings, and indicating soil types and conditions and their suitability for proposed development prior to the issuance of building permits. 4. Approval of an NPDES stormwater permit from the Florida Department of Environmental Protection or authorized agency prior to issuance of building permits. 5. Installation of fire hydrants as required by the Village’s Land Development Regulations and review and approval of proposed and required fire control facilities and appurtenances by the Miami-Dade County Fire Rescue Department. 6. Certification that permanent reference monuments have been set and that permanent control points will be set within one year of recording of the final plat is required to be provided prior to recording of the final plat, if approved. 7. Extension of pedestrian sidewalks along SW 106 Street to the existing sidewalk adjacent to Pinecrest Parkway. 8. Review and approval of the final plat by the South Florida Water Management District, prior to recording. 9. Approval of driveway connection permits by the Pinecrest Public Works Department, the Miami-Dade County Public Works Department’s Traffic Engineering Division, and the Florida Department of Transportation (FDOT) prior to issuance of building permits. 10. Review and approval of a separate tree removal permit by the Village of Pinecrest prior to the removal of any trees from the subject property or adjoining road rights-of-way. 11. Review and approval of the final plat by the Village’s Surveyor and Mapper, Hadonne, and by all required review agencies of Miami-Dade County prior to recording. The mayor opened the public hearing.
