Authorize negotiation of US1 median landscape design agreement with Landscape DE

RESOLUTION NO. 2025- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AN AGREEMENT WITH LANDSCAPE DE FOR THE US1 MEDIAN LANDSCAPE DESIGN PROJECT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued a Request for Qualifications for firms interested in providing professional services to develop landscape plans for all medians from Howard Drive (SW 136TH Street) to North Kendall Drive (SW 88th Street) on SR5/US1/Pinecrest Pkwy/S. Dixie Hwy; and WHEREAS, the Village Manager received proposals by the published deadline; and WHEREAS, a staff evaluation committee has reviewed the proposals from the following firms: • M&J Engineering • Landscape DE • Kimley-Horn • VFD Inc. Studio

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Manager is hereby authorized to negotiate with the firm of Landscape DE, pursuant to the state’s Competitive Negotiations Act, to provide professional services for the US1 Median Landscape Design Project. Dixie Hwy. As a result of the RFQ, four (4) proposals were received by the April 25, 2025 deadline as follows: • M&J Engineering • Landscape DE • Kimley-Horn • VFD Inc. Studio A staff committee evaluated the proposals based on the firms’ experience and capability, project team and staffing, work plan, references, and completeness of the proposal. Based on these criteria, the committee selected Landscape DE as the first ranked firm. I hereby respectfully recommend the Village Council adopt the attached resolution authorizing the Village Manager to negotiate a professional services agreement with Landscape DE for the US1 Median Landscape Design project.
