REGULAR MEETING MINUTES TUESDAY, MAY 5, 2026, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Jerry Greenberg Councilmember James E. PLEDGE OF ALLEGIANCE: The mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of April 14, 2026 (Regular Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH A.U.M. FOR MISCELLANEOUS CONSTRUCTION TRAFFIC SIGNAL OPERATION AND DESIGN SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2026-30) The mayor opened the public hearing. There were no speakers present. Councilmember McDonald made a motion adopting the consent agenda items. The motion was seconded by Councilmember Meyer and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Greenberg, McDonald, Meyer, Vice Mayor Fairman and Mayor Corradino voting Yes. May 5, 2026 Village Council Meeting Page 2 of 9 #Pinecresting The following item was withdrawn from the consent agenda by Vice Mayor Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO SC CONTRACTOR, LLC FOR THE KENDALL DRIVE RAISED CROSSWALKS PROJECT; PROVIDING FOR AN EFFECTIVE DATE. (deferred from April 14, 2026) The mayor opened the public hearing. There were no speakers present. Vice Mayor Fairman made a motion adopting the resolution. The motion was seconded by Councilmember Meyer. Resolution 2026-31 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers Greenberg, McDonald, Meyer, Vice Mayor Fairman and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: The Council agreed to move Item IX.B. to immediately follow proclamations and presentations if the applicant was present. The item was ultimately deferred until later in the meeting due to the applicant's absence. Vice Mayor Fairman made a motion to defer Item IV.B(8) to the June 11, 2026, meeting. Staff advised that the item required additional review to ensure compliance with recently enacted state legislation, including SB 180. The motion was seconded by Councilmember Greenberg and adopted by a unanimous voice call vote. V. SPECIAL PRESENTATIONS: The Council recognized the following Teachers of the Year and Rookie Teachers of the Year from Pinecrest’s public schools: • Teacher of the Year o Sandra Tilton (Miami Palmetto Senior High) o Monica Alvarez (Palmetto Middle) o Brittany Batten Jones (Palmetto Elementary) o Maria Carranza - Gutierrez (Pinecrest Elementary) o Linda Holcom (Howard Drive Elementary) • Rookie Teacher of the Year o Ernesto Ferris (Miami Palmetto Senior High) o Veronica Borrego (Palmetto Middle) o Nancy Padron (Pinecrest Elementary) o Jordan Butler Putt (Howard Drive Elementary) The Council presented a proclamation recognizing the Miami Villagers on the occasion of the organization's 60th Anniversary. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, CREATING SECTION 36-5 ESTABLISHING REGULATIONS FOR THE OPERATION OF MICROMOBILITY DEVICES WITHIN THE VILLAGE; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. The attorney and police chief addressed the Council. The mayor opened the public hearing. There were no speakers. Councilmember McDonald made a motion to approve the ordinance on Second Reading. The motion was seconded by Vice Mayor Fairman. Ordinance 2026-2 was adopted by a 5 – 0 roll call vote. The vote was as follows: Councilmembers Greenberg, McDonald, Meyer, Vice Mayor Fairman and Mayor Corradino voting Yes. The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING SECTION 36-4 OF THE VILLAGE CODE OF ORDINANCES TO CLARIFY AND CONFIRM (i) THE AUTHORIZATION TO PLACE, INSTALL, AND OPERATE SPEED DETECTION SYSTEMS ON ROADWAYS MAINTAINED AS SCHOOL ZONES, (ii) TRAFFIC ENFORCEMENT PROCEDURES WHEN SPEED DETECTION SYSTEMS ARE UTILIZED TO ENFORCE SCHOOL ZONE SPEED LIMIT VIOLATIONS, AND (iii) HEARING PROCEDURES RELATING TO SUCH SCHOOL ZONE SPEED LIMIT VIOLATIONS; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE PINECREST CODE OF ORDINANCES, CHAPTER 15, NUISANCES, INCLUDING ARTICLE I, IN GENERAL, AND ARTICLE II, NOISES UNNECESSARY AND EXCESSIVE PROHIBITED; PROVIDING FOR AMENDMENT AND ADOPTION; PROVIDING FOR INCLUSION IN THE VILLAGE OF PINECREST CODE OF ORDINANCES; PROVIDING FOR CONFLICT; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN EFFECTIVE DATE. The attorney addressed the Council. The mayor opened the public hearing. There were no speakers. Councilmember Meyer made a motion to approve the ordinance with two amendments: • Include the previously discussed amendment regarding residential trash receptacle placement and removal requirements • Remove the proposed roof maintenance requirement related to algae, mildew, and similar aesthetic roof conditions. Following discussion, the Council conducted a straw poll regarding the proposed removal of the algae and mildew roof maintenance provision. The straw poll indicated insufficient Council support for removing the roof maintenance language. The amendment failed. The Council returned to consideration of the ordinance with only the amendment regarding residential trash receptacle placement and removal requirements. Vice Mayor Fairman made a motion to approve the ordinance on Second Reading as amended. The motion was seconded by Councilmember Greenberg. Ordinance 2026-5 was adopted by a roll call vote. The vote was as follows: Councilmembers Greenberg, McDonald, Meyer, Vice Mayor Fairman and Mayor Corradino voting Yes. REPORTS AND RECOMMENDATIONS: Councilmember Meyer discussed agenda procedures. It was agreed no procedural changes are needed at this time, but staff will provide draft agendas earlier and improve the timing of public communications. May 5, 2026 Village Council Meeting Page 7 of 9 #Pinecresting Councilmember Meyer discussed concerns with recent sidewalk designs and directed staff to develop clearer design standards emphasizing smoother, more navigable sidewalks while maintaining flexibility for site conditions. Staff will also review and address problematic existing segments as feasible. Councilmember Meyer discussed the Aleyda Mas Park project cost exceeding the allocation and considered options including scope reduction or phased construction. Council members noted a June deadline to decide on awarding the contract and agreed financial impacts will be further addressed during budget discussions. Vice Mayor Fairman announced the Freedom 250 Mobile Museum event at St. Louis Catholic Church on Monday, June 11 at 1:30 p.m., and the YAC end-of-year celebration at the Inspiration Center on Friday at 4:30 p.m. Councilmember Greenberg, on behalf of the Council, extended congratulations to Assistant Village Clerk Nicole Tobias for earning her Master of Public Administration. The manager submitted the following communiqués and reports to the Council: • April 2026 Follow-up Report • Monthly Departmental Reports • Freebee Update & Correspondence • Peafowl Update Report The manager and Pinecrest Gardens director provided an update on the Pinecrest Gardens avian project, including a reduced scope and fundraising plan, with further details to follow. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • Chabad of Kendall/Pinecrest (April 14, 2026) • Eagle Scout Day (April 27, 2026) • Shannon del Prado Day (June 2, 2026) The clerk submitted a copy of the minutes of the Education Advisory Council meeting of April 21, 2026. MAV’S CORNER, LLC; AND KEYS BAREFOOT BEACH, LLC (OWNERS), AND LESLIE SAIONTZ, MANAGER, CRIMSON IBIS, LLC (APPLICANT) ARE REQUESTING APPROVAL OF A FINAL SUBDIVISION PLAT (“CRIMSON EGRET”) FOR THE PLATTING, COMBINATION, AND DIVISION OF PROPERTY FOR THREE (3) SINGLE-FAMILY RESIDENTIAL LOTS.
