Authorize $280,000 negotiation for Safe Streets and Roads program

RESOLUTION NO. 2024- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AN AGREEMENT WITH STANTEC CONSULTING SERVICES FOR THE VILLAGE OF PINECREST SAFE STREETS AND ROADS FOR ALL (SS4A); PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued a Request for Qualifications for the Village of Pinecrest Safe Streets and Roads for All (SS4A); and WHEREAS, the Village Manager received proposals by the published deadline; and WHEREAS, a staff evaluation committee has ranked the top proposals as follows: 1. Stantec Consulting Services 2. Choice Engineering Consultants 3. TJKM 4. Street Plans

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF THE VILLAGE OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Manager is hereby authorized to negotiate an agreement with Stantec Consulting Services for the Village of Pinecrest Safe Streets and Roads for All (SS4A). Section 2. Corradino, Mayor Attest: ____________________________ Priscilla Torres, MMC Village Clerk Approved as to Form and Legal Sufficiency: ____________________________ Mitchell Bierman Village Attorney Consent Agenda DATE: October 2, 2024 TO: The Honorable Mayor and Members of the Village Council FROM: Yocelyn Galiano, ICMA-CM, Village Manager RE: Resolution Authorizing the Village Manager to Negotiate a Professional Services Agreement with Stantec Consulting Services Inc. for the Village of Pinecrest Safe Streets and Roads for All (SS4A) The Village of Pinecrest applied and was awarded a $280,000 grant through the Federal Safe Streets and Roads for All (SS4A) program. This funding will support the development of Pinecrest’s Comprehensive Safety Action Plan, which aims to enhance road safety and reduce traffic-related injuries and fatalities. The Village published a Request for Qualifications (RFQ) for the Pinecrest Safe Streets and Roads for All (SS4A) project, which will provide professional services for the development of the plan. As a result of the RFQ, four (4) proposals were received by the September 27, 2024, deadline and were ranked as followed: • Stantec Consulting Services • Choice Engineering Consultants • TJKM • Street Plans A staff committee evaluated the proposals based on the firms’ experience and capability, project team and staffing, work plan, references, and completeness of the proposal. Based on these criteria, the committee selected Stantec Consulting Services Inc. I hereby respectfully recommend the Village Council adopt the attached resolution authorizing the Village Manager to negotiate a professional services agreement with Stantec Consulting Services Inc. for the Pinecrest Safe Streets and Roads for All (SS4A) project.
