DATE: April 6, 2022 TO: Yocelyn Galiano, ICMA-CM, Village Manager FROM: Angela Gasca, CPPO, Assistant Village Manager RE: Electric Vehicles (EV) Charging Stations On April 28, 2020, the Village advertised a Request For Proposal (RFP) to install Electric Vehicle (EV) chargers at various location throughout the Village. These would replace the ones already in use at the Municipal Center and Pinecrest Gardens with chargers that would charge the user for the electricity they consume. As a result of that RFP, in September 2020, the Village entered into an agreement with Blink Network to install EV chargers at the Municipal Center, Pinecrest Gardens, Evelyn Greer Park, Suniland Park and Flagler Grove Park. Although there are no fees for the equipment, the Village is responsible for the electrical infrastructure necessary to operate the chargers. Funds for this project will be drawn from the Sustainability Fund. To ensure enough funds are available for each location, work was scheduled one at a time. In May 2021, the first Blink EV charger became operational at Pinecrest Gardens, and in August 2021, the EV charger at the Municipal Center was installed. The EV chargers at the remaining locations require more extensive electrical work since there is no direct access from the parking lot. Furthermore, Florida Power & Light (FPL) required plans from an electrical engineer detailing the connection from the FPL source to the chargers. The Village has moved forward in acquiring these necessary plans. However, the Village lobbyist has informed us that the Infrastructure Investment and Jobs Act (IIJA) passed by Congress on November 6, 2021 is expected to prioritize funding for EV chargers. Guidelines for the use of these funds is expected to be released in the next three to five months. We continue to work with FPL to be ready to install the remaining chargers as soon as we receive more information regarding the IIJA guidelines in order to take advantage of this funding source.
