Amend Stantec agreement for $83,646 in water resource design services

RESOLUTION NO. 2022- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO AMEND THE AGREEMENT WITH STANTEC CONSULTING SERVICES, INC. FOR THE DESIGN OF WATER RESOURCE PROJECTS; PROVIDING FOR AN EFFECTIVE DATE.

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby authorizes the Village Manager to amend the current agreement with Stantec Consulting Services, Inc., approved by Resolution 2020-62, for Design of Water Resource Projects in the amount of $83,646. The Village has pursued Federal funding through a new appropriations bill that is currently making its way through the committee process and expected to be funded fully by November 2022. The Federal funds would be used to design and construct the lateral connections that would bring potable water to approximately 150 homes that cannot connect readily to adjacent waterlines due to the lack of said infrastructure. In anticipation of receiving the Federal funds, and to facilitate the construction of the improvements by amending the larger Potable Water Project to include this work which the contractor is still working in the Village, it is recommended that the Council adopt the attached resolution. Said resolution authorizes the Village Manager to extend the current Potable Water Project engineering contract term with Stantec Consulting Services, Inc. and provides for completion of the engineering design construction plans for $83,646. The engineering plans will not be commenced until the Village received confirmation of award of Federal funds for completion of this project. Should the Village not receive award from the Congressional appropriation, this project will not occur. Public Works Director Reference: Village of Pinecrest Watermain Improvements Meter Connections Dear Mr. Mendez: We are pleased to present this proposal for professional engineering services. Stantec is currently assisting the Village with the watermain improvement project including permitting and construction administration. It is our understanding after a meeting with M-DWASD and the Village, that there are approximately 150 homes already abutting existing watermains who are not connected to the water distribution system. These homes require a tapping of the existing watermain, service line extension to the property line, and a new meter box with meter. The Village will provide Stantec with a current list of these properties. SCOPE OF SERVICES: Meter Connection Phase In order to provide plans to meet the Miami-Dade Water and Sewer Department requirements, Stantec will prepare sketches that include the following information: • Street names and house number requiring service, • Common lot lines (provided by the Village from GIS), • Existing watermain only (no other existing utilities to be shown), • Service line and location of the proposed meter. • Manually draft approximate existing driveways based on recent aerials. Final sketches will not include aerial images, M-DWASD as-built numbers, or existing valves. The plans will either be for an individual parcel or combined onto one sheet for locations where a street will be served by multiple new connections. Plan size will be 8.5” x 11” when it is showing one connection and 11” x 17” when it is showing more than one connection. The Village will initiate contact with property owners (we recommend an initial letter be sent to each resident by the Village), and Stantec will coordinate with each property owner to document the proposed service size and location. The Village will coordinate pre-construction meetings with M-DWASD, installation payments with the homeowners, and coordinate directly with the selected Contractor to stake the meter locations in the field.
