REGULAR MEETING MINUTES TUESDAY, APRIL 11, 2023, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Ken Fairman Vice Mayor Anna Hochkammer Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman Councilmember Katie Abbott was absent. II. PLEDGE OF ALLEGIANCE: The mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of March 14, 2023 (Regular Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, PERMITTING ALCOHOLIC BEVERAGES AT A PARTY TO BE HELD ON MARCH 9, 2024 AT PINECREST GARDENS PURSUANT TO RESOLUTION 2002-4; PROVIDING FOR AN EFFECTIVE DATE. (2023-26) • A RESOLUTION OF THE VILLAGF OF PINECREST, FLORIDA, ACCEPTING A MEMORIAL DONATION FROM FRIENDS AND FAMILY OF SUSY FOX FOR A CERAMIC ART BENCH AT PINECREST GARDENS PURSUANT TO RESOLUTION 2016-36; PROVIDING FOR AN EFFECTIVE DATE. (2023-30) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT FOR CIRCULATOR BUS SERVICES WITH LIMOUSINES OF SOUTH FLORIDA; PROVIDING FOR AN EFFECTIVE DATE. (2023-31) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH CHOICE ENGINEERING CONSULTANTS, INC. FOR PLANS REVIEW CONSULTANT AND SUPPORT SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2023-32) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH FLOCK GROUP INC. FOR LICENSE PLATE READER SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2023-33) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH PINZUR COMMUNICATION, INC. FOR SERVICES TO AUGMENT COMMUNICATIONS STAFF; PROVIDING FOR AN EFFECTIVE DATE. (2023-34) The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion adopting the consent agenda items. The motion was seconded by Vice Mayor Hochkammer and adopted by a 4 – 0 voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. April 11, 2023 Village Council Meeting Page 3 of 7 #Pinecresting The following item was withdrawn from the consent agenda by Councilmember del Prado and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, RELATING TO SOUTH CORRIDOR TRANSITWAY BUS RAPID TRANSIT (BRT) STATIONS NAMING SELECTION; RECOMMENDING NAMES FOR THE BRT STATIONS LOCATED AT SW 104TH STREET AND SW 136TH STREET AND US1; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. Miami-Dade Transportation and Public Works Project Manager Juan Santandreu, addressed the Council. Councilmember del Prado made a motion adopting the resolution as amended. The motion was seconded by Councilmember Fairman. Resolution 2023-35 was adopted by a 4 – 0 voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: Miami-Dade County Commissioner Raquel Regalado, of District 7, addressed the Council and discussed various county issues and updates including: • Septic-to-sewer program • RTZ • Composting program • Recycling • Autism Acceptance Month • Ludlam Trail connection • The Underline linear park VI. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE 2022-2023 OPERATING AND CAPITAL OUTLAY BUDGET (1st QUARTER); PROVIDING FOR AN EFFECTIVE DATE. The manager addressed the Council. April 11, 2023 Village Council Meeting Page 4 of 7 #Pinecresting The mayor opened the public hearing. There were no speakers. Councilmember del Prado made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember Hochkammer. Ordinance 2023-5 was adopted by a 4 – 0 roll call vote. The vote was as follows: Councilmembers del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING DIVISION 6.2, “TREE PRESERVATION AND PROTECTION,” OF CHAPTER 30 OF THE VILLAGE CODE OF ORDINANCES BY COMPREHENSIVELY REVISING REGULATIONS AND PENALTIES RELATING TO UNPERMITTED TREE REMOVAL, TREE ABUSE AND HATRACKING, AND LANDSCAPER REGISTRATION REQUIREMENTS; AMENDING DIVISION 9.2, “RULES OF CONSTRUCTION AND DEFINITIONS,” OF CHAPTER 30 OF THE VILLAGE CODE OF ORDINANCES TO AMEND DEFINITIONS UTILIZED IN DIVISION 6.2 OF THE VILLAGE CODE OF ORDINANCES; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. The attorney addressed the Council. The mayor opened the public hearing. Laura McNaughton, 13401 Southwest 74 Avenue, Pinecrest, addressed the Council. Vice Mayor Hochkammer made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember del Prado. Ordinance 2023-6 was adopted by a 4 – 0 roll call vote. The vote was as follows: Councilmembers del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE BORROWING OF MONEY AND THE ISSUANCE OF DEBT IN AN AMOUNT NOT TO EXCEED $6,000,000 FOR THE PURPOSE OF FINANCING THE CONSTRUCTION, ACQUISITION, RENOVATION, AND EQUIPPING OF CERTAIN CAPITAL PROJECTS; AND PROVIDING AN EFFECTIVE DATE. Vice Mayor Hochkammer made a motion to approve the ordinance on Second Reading. The motion was seconded by Councilmember del Prado. Ordinance 2023-7 was adopted by a 4 – 0 roll call vote. The vote was as follows: Councilmembers del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. VII. REPORTS AND RECOMMENDATIONS: The manager provided an update regarding the Kendall Shared Used Path project, and stated that it has been delayed since it is still in the design phase and is pending completion of the FDOT review process required due to funding partnership. The manager gave an update regarding the Ludlam Shared Use Path project, which will begin the design phase before the end of the current fiscal year. The manager provided an update on the project to upgrade the sidewalks as part of the Transportation Master Plan, considering the council's request for more sidewalks from the previous meeting. Vice Mayor Hochkammer instructed the manager to call Pinecrest resident Mr. Kramer and give him an update on the proposed traffic chicane project for 72nd Ave. The manager indicated that the lack of an owner's signature or consent for the project, which was required by the county, was the reason the project was not allowed. The manager will inform Mr. Kramer of any new information. Under the Council’s recommendation, the attorney will explore the county’s rule. The manager submitted the following communiqués and reports to the Council: • March 2023 Follow-up Report • Monthly Departmental Reports • Vaccination Update • Freebee Update The manager provided an update regarding the Village’s possible acquisition of the “Dairy Queen” property, located at 8545 South Dixie Highway, and the “Mas Family” property, located at 11855 Southwest 60 Avenue. It was the consensus of the Council that the manager provides a letter of intent to each entity and obtain necessary appraisals for further consideration relating to possible acquisition of the property. April 11, 2023 Village Council Meeting Page 6 of 7 #Pinecresting The attorney updated the Council on Senate Bill 102, the affordable housing legislation that the State of Florida enacted. VIII. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, REQUIRING THE PLANTING OF FLORIDA NATIVE PLANTS ON PUBLIC SPACES, PARKS, AND RIGHTS-OF-WAY; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. Charlie Reverte, 11001 Southwest 74 Court; Steven Pearson, 10665 Southwest 62 Avenue; Karen Ross, 6701 Southwest 94 Street; Bryan Diez, 3134 West 78 Street, Hialeah; and Patricia Brid, 6280 Southwest 88 Street, Pinecrest. Vice Mayor Hochkammer made a motion to approve the resolution as amended. The motion was seconded by Councilmember Fairman. Resolution 2023-36 was adopted by a 4 – 0 Voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. IX. PLANNING: There were no planning matters considered by the Council. X.
