REGULAR MEETING MINUTES TUESDAY, MAY 7, 2024, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Katie Abbott Councilmember Ken Fairman Councilmember Anna Hochkammer Vice Mayor Shannon del Prado Mayor Joseph M. Corradino (Virtual) Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman Councilmember Hochkammer made a motion to allow Mayor Corradino to participate virtually via the Zoom Platform. The motion was seconded by Councilmember Abbott and adopted by unanimous consent. II. PLEDGE OF ALLEGIANCE: The vice mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of April 18, 2024 (Regular Meeting) The vice mayor opened the public hearing. There were no speakers present. Councilmember Hochkammer made a motion adopting the consent agenda items as amended. The motion was seconded by Councilmember Fairman and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado and Mayor Corradino voting Yes. May 7, 2024 Village Council Meeting Page 2 of 5 #Pinecresting The following item was withdrawn from the consent agenda by Councilmember Abbott and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH EMERGENCY SANDBAG RESPONSE (ESR) FOR SUPPLY OF FLOOD SANDBAGS; PROVIDING FOR AN EFFECTIVE DATE. The vice mayor opened the public hearing. There were no speakers present. Councilmember Hochkammer made a motion adopting the resolution. The motion was seconded by Councilmember Abbott. Resolution 2024-22 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by the manager and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE A PROFESSIONAL SERVICES AGREEMENT WITH URBAN ROBOT ASSOCIATES FOR THE MAS PARK MASTER PLAN; PROVIDING FOR AN EFFECTIVE DATE. The vice mayor opened the public hearing. The following addressed the Council: Randy Hollingworth, 4711 S Le Jeune Rd, Coral Gables, Florida. Councilmember Hochkammer made a motion to defer the resolution to the June meeting. The motion was seconded by Councilmember Abbott and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. SPECIAL PRESENTATIONS: The Council recognized the following Teachers of the Year and Rookie Teachers of the Year from Pinecrest’s public schools: • Teacher of the Year o John Hayduk (Miami Palmetto Senior High) o Kelly Cabrera (Howard Drive Elementary) o Joania Torres (Pinecrest Elementary) o Jenna Juan (Palmetto Elementary) o Jan Hopta (Palmetto Middle) • Rookie Teacher of the Year o Nicolas Quintairos (Miami Palmetto Senior High) o Annabelle Ambrogi (Pinecrest Elementary) o Adriana Diaz (Palmetto Elementary) o Alexander Blanco (Palmetto Middle) VI. ORDINANCES: There were no ordinances to discuss. VII. REPORTS AND RECOMMENDATIONS: Councilmember Fairman introduced resident Raul Moas, who presented the Pinecrest Native Plant of the Month. The manager submitted the following communiqués and reports to the Council: • April 2024 Follow-up Report • Monthly Departmental Reports • Freebee Update • Peafowl Update The manager provided a report on roadway regulations and administration, which included measures for overriding citizen objections to traffic calming programs. Concerns were raised about a specific project using chicanes on SW 72nd Avenue due to neighborhood objections and safety reasons. There was consensus to reopen the proposal for further review, possibly with updated data and a new traffic study to guide decision-making. VIII. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A COMBINED INTERLOCAL AND MUTUAL AID AGREEMENT BETWEEN THE CITY OF SOUTH MIAMI, THE VILLAGE OF PINECREST, THE CITY OF WEST MIAMI, AND THE CITY OF CORAL GABLES PROVIDING FOR THE CREATION OF AN INTERDEPARTMENTAL JOINT CRISIS MANAGEMENT TEAM; PROVIDING FOR AN EFFECTIVE DATE. Chief Cohen addressed the Council. The vice mayor opened the public hearing. There were no speakers present. Councilmember Abbott made a motion to approve the resolution. The motion was seconded by Councilmember Hochkammer. Resolution 2024- 23 was adopted by a 5 – 0 Voice vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado and Mayor Corradino voting Yes. IX. PLANNING: The following proceedings were held by the Council, pursuant to Chapter 2 (Article VI) of the Code of Ordinances, at 7:00 p.m. time certain. All witnesses giving testimony in the following quasi-judicial proceedings were sworn-in by the village clerk. HEARING #2024-0507-1. MARIO MORENO AND MARIA MAYORAL (OWNERS) ARE REQUESTING APPROVAL OF A CONDITIONAL USE PERMIT TO ALLOW OUTDOOR LIGHTING OF THEIR HALF BASKETBALL COURT PURSUANT TO THE REQUIREMENTS OF THE VILLAGE’S LAND DEVELOPMENT REGULATIONS, DIVISION 5.25, TENNIS COURT/BASKETBALL COURT/OUTDOOR RECREATIONAL AREA LIGHTING, IN COMPLIANCE WITH THE CRITERIA FOR A CONDITIONAL USE PERMIT AS PROVIDED IN DIVISION 3.3, CONDITIONAL USE APPROVAL, FOR THE PROPERTY LOCATED AT 5950 SOUTHWEST 104 STREET. May 7, 2024 Village Council Meeting Page 5 of 5 #Pinecresting Maria Mayoral, the applicant, addressed the board. Planning Director Stephen Olmsted gave an oral report, based on staff’s memorandum of April 10, 2024, recommending approval of the request. The vice mayor opened the public hearing. There were no speakers present. Councilmember Abbott made a motion adopting staff’s recommendation. The motion was seconded by Councilmember Fairman and adopted by a unanimous roll call vote. The vote was as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado, and Mayor Corradino voting Yes. X. SCHEDULE OF FUTURE MEETINGS: The following schedule of future meetings was presented to the public: • VILLAGE COUNCIL TUESDAY, JUNE 11, 2024, 6:00 P.M. XI.
