REGULAR MEETING MINUTES TUESDAY, MARCH 8, 2022, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Anna Hochkammer Councilmember Kraft Vice Mayor Katie Abbott Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman II. PLEDGE OF ALLEGIANCE: There mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of February 8, 2022 (Regular Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, PERMITTING ALCOHOLIC BEVERAGES AT AN EVENT TO BE HELD ON MARCH 11, 2023 AT PINECREST GARDENS PURSUANT TO RESOLUTION 2002-4; PROVIDING FOR AN EFFECTIVE DATE.. (2022-15) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, APPROVING A FIRST AMENDMENT TO THE AGREEMENT WITH BEEFREE, LLC D/B/A FREEBEE FOR THE CONTINUED PROVISION OF ON-DEMAND SERVICES IN THE VILLAGE; PROVIDING FOR AUTHORIZATION; AND PROVIDING FOR AN EFFECTIVE DATE. (2022-16) Village Council Joseph M. Corradino, Mayor Katie Abbott, Vice Mayor Shannon del Prado Anna Hochkammer Doug Kraft Yocelyn Galiano, ICMA-CM Village Manager Priscilla Torres, CMC Village Clerk Mitchell Bierman Village Attorney March 8, 2022 Village Council Meeting Page 2 of 6 #Pinecresting Councilmember Hochkammer made a motion adopting the consent agenda items. The motion was seconded by Councilmember del Prado and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Kraft and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE MANAGER TO AUTHORIZING TO IMPLEMENT A VACCINE INCENTIVE PROGRAM IN ACCORDANCE WITH THE AMERICAN RESCUE PLAN ACT OF 2021 (ARPA); PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. The following addressed the Council: Jeffrey Granoff, 9601 Southwest 68 Avenue; Reba Steinman, 6420 Southwest 135 Drive; Philip Sidran, 7971 Southwest 122 Street; and Miguel Rebollar, 6220 Moss Ranch Road, Pinecrest. Councilmember Kraft made a motion to adopt the resolution as amended. The motion failed due to lack of a second. Councilmember Hochkammer made a motion to adopt the resolution. The motion was seconded by Vice Mayor Abbott. Resolution 2022-17 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by the mayor and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH WRAGG & CASAS FOR US 1 VISION PLAN COMMUNITY ENGAGEMENT CAMPAIGN; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. Councilmember Hochkammer made a motion to adopt the resolution. The motion was seconded by Councilmember del Prado. Resolution 2022-18 was adopted by a 4 – 1 voice vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Vice Mayor Abbott, and Mayor Corradino voting Yes; Councilmember Kraft voting No. IV. AGENDA/ORDER OF BUSINESS: V. SPECIAL PRESENTATIONS: Jerry Socherman, 13250 Southwest 74 Avenue, and Bonnie Binker, 13725 Southwest 74 Court, extended their gratitude to the Village’s Police Department for their participation in the Cure CF Miami Kickball tournament benefiting the Cystic Fibrosis Foundation. VI. ORDINANCES: The village clerk read the following ordinance, on first reading, by title: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE BORROWING OF MONEY AND THE ISSUANCE OF DEBT IN AN AMOUNT NOT TO EXCEED $4,300,000 FOR THE PURPOSE OF FINANCING THE CONSTRUCTION, ACQUISITION, RENOVATION, AND EQUIPPING OF WATER MAINS AND OTHER WATER DISTRIBUTION FACILITIES LOCATED WITHIN THE TERRITORIAL JURISDICTION OF THE VILLAGE OF PINECREST, FLORIDA; AND PROVIDING AN EFFECTIVE DATE. The mayor opened the public hearing. Lance Kyle, 7475 Southwest 102 Street, addressed the Council. Councilmember Hochkammer made a motion adopting the ordinance on first reading. The motion was seconded by Councilmember del Prado and adopted by a unanimous roll call vote. The clerk announced second reading on April 12, 2022. The clerk read the following ordinance, on first reading, by title: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING ARTICLE II, “NOISES; UNNECESSARY AND EXCESSIVE PROHIBITED,” OF CHAPTER 15 OF THE CODE OF ORDINANCES RELATING TO PERMITTED HOURS OF OPERATION FOR POWER TOOLS AND LANDSCAPING EQUIPMENT USED BY NON-COMMERCIAL ENTITIES AND COMMERCIAL ENTITIES; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. The following addressed the Council: Laura McNaughton, 13401 Southwest 74 Avenue; and James Mahone, 6350 Southwest 120 Street; and Christian Gruenwald, 6844 Southwest 96 Street, Pinecrest. Councilmember Hochkammer made a motion adopting the ordinance on first reading as amended. The motion was seconded by Vice Mayor Abbott and adopted by a unanimous roll call vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. The clerk announced second reading of the ordinance for April 12, 2022. VII. REPORTS AND RECOMMENDATIONS: Councilmember Hochkammer provided a PACE program update regarding an available roof insulation grant. The manager submitted the following communiques and reports to the Council: • March 2022 Follow-up Report • Monthly Departmental Reports • Freebee Report • CRS activity 510 Annual Progress Report 2021 • FY2021 Annual Comprehensive Financial Report March 8, 2022 Village Council Meeting Page 5 of 6 #Pinecresting The clerk confirmed there were no changes to the 2021 – 2022 council meeting schedule. The attorney discussed mobile food vendor regulation. Steve Olmsted addressed the Council. The Council decided to monitor the matter. Councilmember Kraft requested consideration a village Fire Department. The Council unanimously authorized the attorney to pursue legal clarification from the courts regarding the procedures to opt out of the county’s fire rescue district. Vice Mayor Abbott announced upcoming village events. VIII. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, EXPRESSING OPPOSITION TO ONGOING EFFORTS BY THE CITY OF CORAL GABLES TO LIMIT PEDESTRIAN/BIKE ACCESS AT SNAPPER CREEK LAKE PARKWAY; EXPRESSING OPPOSITION TO COUNTY ADMINISTRATION’S POSITION THAT A PEDESTRIAN GATE MAY BE INSTALLED WITH THE REQUIREMENT THAT IT IS NOT LOCKED AT NIGHT; AND URGING THE MIAMI-DADE COUNTY BOARD OF COUNTY COMMISSIONERS TO NOT APPROVE THE INSTALLATION OF A PEDESTRIAN GATE AT THE SNAPPER CREEK LAKE PARKWAY TO THE CITY OF CORAL GABLES; PROVIDING FOR AN EFFECTIVE DATE.. The mayor opened the public hearing. The following addressed the Council: Alan Fine, 10900 Snapper Creek Road, Coral Gables; Jose Garrido, 10500 Snapper Creek Road, Coral Gables; Heather Quinlan, 15647 Southwest 88 Avenue, Palmetto Bay; Aurora Garrido, 10500 Snapper Creek Road, Coral Gables; Reba Steinman, 6420 Southwest 135 Drive; Donovan Cluff, 8395 Southwest 135 Street, Pinecrest; Laura McNaughton, 13401 Southwest 74 Avenue, Pinecrest; and Jeffrey Granoff, 9601 Southwest 68 Avenue, Pinecrest. Councilmember Hochkammer made a motion to adopt the resolution. The motion was seconded by Vice Mayor Abbott. Resolution 2022-19 was adopted by a unanimous voice call vote.
