RESOLUTION NO. 2023- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH AVENU INSIGHTS FOR VACATION RENTAL REGISTRATION AND TRACKING SOFTWARE; PROVIDING FOR AN EFFECTIVE DATE.

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby authorizes the Village Manager to enter into an agreement with Avenu Insights for Vacation Rental Registration and Tracking Software. Section 2. Olmsted, AICP, LEED-GA Planning Director RE: Avenu Insights – Vacation Rental Registration and Tracking Software The Building and Planning Department entered into a one year agreement with Avenu Insights last year for the use of the company’s Vacation Rental Property registration and tracking software services. Although renewal of the agreement for a second term was not anticipated or budgeted, Avenu Insights has since made significant improvements to their second version of the software and, given the improvements in the convenience and efficiencies now available, the Building and Planning Department recommends that the Village enter into a new one year professional services agreement with Avenu Insights. The proposed fee for one year of services is $6,000. This is an expense that was not included in this year’s budget and approval of the agreement could require a future amendment of the Building and Planning Department’s FY 2022-23 budget if all funds within the current budget are appropriated and spent as forecast. Services offered by Avenu Insights will assist staff in the ongoing identification and registration of short term rental properties. The proposed services agreement with Avenu Insights includes identification, mapping, and monitoring of all short term rental properties operating in the Village of Pinecrest through use of software that monitors over 50 short term rental advertising sites; maintenance of a portal to aid in the local licensing of short term rental properties; assistance in the identification of inaccuracies and potentially fraudulent reporting of short term rentals; and maintenance of a “hotline” that is available 24 hours a day for the reporting and resolution of compliance issues that may occur. The Building and Planning Department recommends that the Village Council authorize the Village Manager to enter into a one year agreement with Avenu Insights for “Short Term Rental Monitoring and Compliance” services in the amount of $6,000, to include potential future amendment of the Department’s FY 2022-23 budget if required.
