RESOLUTION NO. 2022- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, EXPRESSING OPPOSITION TO ONGOING EFFORTS BY THE CITY OF CORAL GABLES TO LIMIT PEDESTRIAN/BIKE ACCESS AT SNAPPER CREEK LAKE PARKWAY; EXPRESSING OPPOSITION TO COUNTY ADMINISTRATION’S POSITION THAT A PEDESTRIAN GATE MAY BE INSTALLED WITH THE REQUIREMENT THAT IT IS NOT LOCKED AT NIGHT; AND URGING THE MIAMI- DADE COUNTY BOARD OF COUNTY COMMISSIONERS TO NOT APPROVE THE INSTALLATION OF A PEDESTRIAN GATE AT THE SNAPPER CREEK LAKE PARKWAY TO THE CITY OF CORAL GABLES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Coral Gables adopted Resolution 2020-177 authorizing the negotiation of an Interlocal Agreement with Miami-Dade County for the installation of a pedestrian gate at the canal-side entrance of Snapper Creek Lake Parkway in the Snapper Creek neighborhood; and WHEREAS, the City of Coral Gables has in the past requested the transfer of ownership of the Snapper Creek Lake Parkway from Miami-Dade County to the City of Coral Gables, and such transfer may cause the imposition of restrictions on residents of nearby communities, including Pinecrest, that enjoy this green space; and WHEREAS, the Village Council adopted Resolution 2020-56 opposing these efforts by the City of Coral Gables, and the City of Coral Gables continues to pursue the gate installation at aforementioned location, which would continue to impede the county path’s use by Pinecrest’s residents; and WHEREAS, the Village of Pinecrest’s Transportation Master Plan encourages pedestrian and bike connectivity throughout the region; and WHEREAS, if approved by Miami-Dade County, this action will limit pedestrian and bike access for walkers and cyclists from the Red Road Linear Park and the Old Cutler Trail via the Snapper Creek neighborhood and may also encumber access to Matheson Hammock Park and the Old Cutler Trail for residents of Pinecrest; and WHEREAS, the Village Manager received an email dated February 24, 2022, which notes the county administration’s position to install a gate with the requirement that it is not locked at night;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: -2- Section 1. That the Village Council hereby expresses opposition to ongoing efforts by the City of Coral Gables to limit pedestrian/bike access at the Snapper Creek Lake Parkway with the installation of a gate. Section 2. That the Village Council hereby opposes the county’s administration position that a pedestrian gate may be installed with the requirement that it is not locked at night. Section 3. That the Village Council hereby urges the Miami-Dade County Board of County Commissioners to deny any requests for the transfer of the Snapper Creek Lake Parkway to the City of Coral Gables or the installation of a pedestrian/bike gate. Section 4. This resolution shall take effect immediately upon adoption. PASSED AND ADOPTED this 8th day of March, 2022. Joseph M.
