ORDINANCE NO. 2023- AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE 2022- 2023 OPERATING AND CAPITAL OUTLAY BUDGET (1st QUARTER); PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the 2022-2023 Operating and Capital Budget was adopted pursuant to the Village Charter and state law and was based upon estimates of revenues and expenses in various categories; and WHEREAS, the Village Manager is recommending that the Village Council approve a transfer of funds for the 2022-2023 Operating and Capital Budget and said action requires a budget amendment;

NOW, THEREFORE,

BE IT ORDAINED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. The Operating and Capital Budget of the Village of Pinecrest for Fiscal Year 2022-2023 is hereby amended as follows: -2- Section 2. This ordinance shall become effective upon adoption on second reading. PASSED on first reading this 14th day of March, 2023. PASSED AND ADOPTED on second reading this 11th day of April, 2023. Section 4.

7, Subsection (a) of the Village’s Charter provides the adoption of an ordinance as the mechanism for supplemental appropriations to be made during any fiscal year. Below is a description of each recommended budget amendment for your consideration: 1. Police Department Take-Home Program: Pursuant to the current collective bargaining agreements (CBA) with the Police Benevolent Association representing the Police Officers and Police Sergeant, additional funding is required to purchase nine (9) vehicles and the accompanying equipment. These vehicles are required to fulfill the take-home vehicle requirement in the CBA. There will be a reduction in the police vehicle allowance funding representing those employees’ allowance that is replaced by the take-vehicle. Revenue Source Amount Expenditure Item Description General Reserve $603,000 $ 36,000 $ 6,425 $ 64,725 ($80,150) Machinery & Equipment Repairs & Maintenance, Vehicles Communications & Freight Fuel Vehicle Allowance Vehicles and equipment along with associated repairs and fuel required for the take-home vehicle program. Allowance is not paid once a vehicle is issued to an Officer. 2. Police Department Capital Account: A vehicle replacement was required due to a total loss from an accident. The Village insurance remitted a portion of the cost, $36,075 and the new vehicle cost is $47,750.
