REGULAR MEETING MINUTES TUESDAY, NOVEMBER 1, 2022, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Anna Hochkammer Councilmember Doug Kraft Vice Mayor Katie Abbott Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman II. PLEDGE OF ALLEGIANCE: The mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of October 11, 2022 (Regular Meeting) • Minutes of October 12, 2022 (Special Meeting) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE MANAGER TO ENTER INTO A PROFESSIONAL SERVICES AGREEMENT WITH ALANA PEREZ; PROVIDING FOR AN EFFECTIVE DATE. (2022-63) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE MANAGER TO ENTER INTO AN INTERLOCAL AGREEMENT WITH MIAMI-DADE TRANSPORTATION PLANNING ORGANIZATION (“TPO”) FOR SW 82ND AVENUE COMPLETE STREET PLANTING PROJECT; PROVIDING FOR AN EFFECTIVE DATE. (2022-64) Village Council Joseph M. Corradino, Mayor Katie Abbott, Vice Mayor Shannon del Prado Anna Hochkammer Doug Kraft Yocelyn Galiano, ICMA-CM Village Manager Priscilla Torres, CMC Village Clerk Mitchell Bierman Village Attorney November 1, 2022 Village Council Meeting Page 2 of 5 #Pinecresting • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE MANAGER TO ENTER INTO AN AGREEMENT WITH BCC ENGINEERING FOR PALMETTO ISLAND CONSTRUCTION ENGINEERING AND INSPECTION (CEI) SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2022-65) Councilmember del Prado made a motion adopting the consent agenda items. The motion was seconded by Councilmember Hochkammer and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by the manager and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO EXECUTE A SETTLEMENT AGREEMENT WITH KENDALL IMPORTS, LLC, DBA KENDALL TOYOTA RELATING TO CODE COMPLIANCE ISSUE; PROVIDING FOR AN EFFECTIVE DATE. (2022-66) Melissa Tapanes, representing Kendall Toyota, addressed the Council. Councilmember Kraft made a motion to table the resolution. The motion was seconded by Vice Mayor Abbott and adopted by unanimous consent. Couniclmember Kraft made a motion to approve the resolution as amended. The motion was seconded by Vice Mayor Abbott and adopted by a 4 – 0 – 1 voice vote. The vote was as follows: Councilmembers Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes; Councilmember del Prado was absent during the vote. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: Parks and Recreation Director Robert Mattes addressed the Council. Haley Wolfe, of MKSK, the Village’s consultant, made a presentation to the Council regarding conceptual designs for the development of Gary Matzner Park. The Council requested alternative passive designs to be presented at a future meeting for their consideration. The mayor, on behalf of the Council, presented a proclamation to Glenn Hilton, in recognition of his service as an employee of the Village of Pinecrest, and as the recipient of the first annual Guido H. ORDINANCES: The Council discussed the following ordinance on second reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING

SECTION 8.

1 OF THE VILLAGE CODE OF ORDINANCES TO MODIFY IMPACT FEES FOR PARKS AND RECREATION, POLICE SERVICES, MUNICIPAL FACILITIES, AND STORMWATER DRAINAGE; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. Planning Director Steve Olmsted addressed the Council. Vice Mayor Abbott made a motion to approve the ordinance on Second Reading. Councilmember Hochkammer seconded the motion. Ordinance 2022-13 was adopted by a 4 – 1 roll call vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Vice Mayor Abbott, and Mayor Corradino voting Yes; Councilmember Kraft voting No. VII. REPORTS AND RECOMMENDATIONS: The Council unanimously appointed a Youth Advisory Council (YAC) member to a wait list applicant due to the resignation of a current member. The manager submitted the following communiqués and reports to the Council: • October 2022 Follow-up Report • Monthly Departmental Reports • Freebee Update The attorney provided an update regarding the charter amendment petition. The mayor, on behalf of the Council, presented a proclamation, a plaque, and a bronze seal to Councilmember Kraft in recognition of his eight years of service as a member of the Village Council. VIII. RESOLUTIONS: There were no resolutions to discuss. IX. PLANNING: The following quasi-judicial proceedings were held by the Council, pursuant to Chapter 2 (Article VI) of the Code of Ordinances, at 7:00 p.m. time certain: November 1, 2022 Village Council Meeting Page 4 of 5 #Pinecresting All witnesses giving testimony were sworn-in by the clerk. HEARING #2022-0111-1. Kendall Imports, LLC (applicant) is requesting the Village Council’s final determination of architectural harmony and approval of their request to internally illuminate the existing entrance portal at the front of the Kendall Toyota automobile dealership, located at 10943 Pinecrest Parkway, Florida, within the BU- 1A General Business Development, and BU-2, Special Business Development Zoning Districts. (Deferred from January 11, 2022, February 8, 2022, March 8, 2022, April 12, 2022, May 10, 2022, June 8, 2022, July 11, 2022, September 13, 2022, and October 11, 2022). Melissa Tapanes, representing the applicant, 200 South Biscayne Boulevard, Miami, addressed the Council. Planning Director Steve Olmsted gave an oral report, based on staff’s memorandum of October 26, 2022. The mayor opened the public hearing. The following addressed the Council: Laura McNaughton, 13401 Southwest 74 Avenue; and Patricia Brid, 6280 Southwest 88 Street, Pinecrest. Councilmember Kraft made a motion to approve the hearing subject to the following amendment: • The portal may be illuminated upon completion of Phase 1 of the settlement agreement The motion was seconded by Councilmember del Prado and adopted by a unanimous voice call vote. The vote was as follows: Councilmembers del Prado, Hochkammer, Kraft, Vice Mayor Abbott, and Mayor Corradino voting Yes. X. SCHEDULE OF FUTURE MEETINGS: The following schedule of future meetings was presented to the public: • VILLAGE COUNCIL TUESDAY, DECEMBER 13, 2022, 6:00 P.M. XI.
