Approve relocation of Farmers Market at Pinecrest Gardens

DATE: September 26, 2024 TO: Yocelyn Galiano, ICMA-CM, Village Manager FROM: Cristina Blanco, Pinecrest Gardens Director RE: Pinecrest Farmer’s Market Relocation Since August 18, 2024, the Village has piloted a new location for the multi-year, award-winning Pinecrest Farmer’s Market located in the Pinecrest Gardens parking lot. The new location at the southeast corner of the lot supports efforts to improve the visitor experience, visitor safety, vendor diversity, vendor experience and the overall community building and event goals. During the pilot period protocols were enhanced or newly implemented including: • A new visitor parking traffic flow • Signage to guide pedestrians to designated pathways • Added staff and signage warning of designated parking areas • Enforcement of traffic violation ticketing to discourage parking in restricted areas • Improved safety measures by designating specific entrance and exits for egress provisions, as well as for emergency access of law enforcement and fire rescue services vehicles After evaluating the advantages of the new farmer's market location compared to the previous site, I strongly recommend making the new location permanent. The key reasons for supporting the recommendation are: Enhanced Accessibility and Safety: The new site provides a better lay-out improving visitor experience for patrons as the new location is close to the handicap space and can better accommodate individuals with disabilities or wheelchairs. Increased Visibility: Positioned in a more prominent area, the new location naturally draws higher foot traffic encouraging more community engagement. This visibility not only benefits the market but also encourages spontaneous visits from passersby, which can boost vendor sales. Optimized Space and Layout: The new site provides ample space and a thoughtful layout enhances the overall shopping experience as expanded areas better accommodate strollers and/or dogs on fixed leashes. This ensures that both vendors and shoppers can navigate the market comfortably. Improved Parking Facilities: The availability of an improved parking traffic flow minimizes congestion and simplifies access for visitors. This improvement is essential for encouraging more people to attend regularly.
