REGULAR MEETING MINUTES TUESDAY, APRIL 8, 2025, 6:00 P.M. PINECREST MUNICIPAL CENTER/COUNCIL CHAMBER 12645 PINECREST PARKWAY PINECREST, FLORIDA I. CALL TO ORDER/ROLL CALL OF MEMBERS: The meeting was called to order by the mayor at 6:00 p.m. Present were the following: Councilmember Shannon del Prado Councilmember Ken Fairman Councilmember Ariel Meyer Vice Mayor Jerry Greenberg Mayor Joseph M. Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Bierman II. PLEDGE OF ALLEGIANCE: The mayor led the Pledge of Allegiance. III. CONSENT AGENDA: The following items were presented per the Council’s consent agenda policy pursuant to Ordinance 2014-6: • Minutes of March 6, 2025 (Special Meeting) • Minutes of March 11, 2025 (Regular Meeting) • Minutes of March 19, 2025 (Workshop) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO PARSA CORPORATION FOR THE KENDALL DRIVE SHARED USE PATH CONSTRUCTION; PROVIDING FOR AN EFFECTIVE DATE. (2025-19) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH METRIC ENGINEERING, INC. FOR THE KENDALL SHARED USE PATH CONSTRUCTION ENGINEERING AND INSPECTIONS (CEI) SERVICES; PROVIDING FOR AN EFFECTIVE DATE. (2025-20) April 8, 2025 Village Council Meeting Page 2 of 6 #Pinecresting • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, APPROVING AN INTERLOCAL AGREEMENT WITH MIAMI-DADE COUNTY RELATING TO THE PROVISION OF ON-DEMAND TRANSIT SERVICES IN THE CITY; PROVIDING FOR AUTHORIZATION; PROVIDING FOR IMPLEMENTATION; PROVIDING FOR AN EFFECTIVE DATE. (2025-21) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO NEGOTIATE AN AGREEMENT WITH HZIP, LLC. FOR THE PINECREST COMMUNITY CENTER FOOD AND BEVERAGE CONCESSION; PROVIDING FOR AN EFFECTIVE DATE. (2025-22) • A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH KIMLEY-HORN FOR THE LUDLAM ROAD ROW AND SUP DESIGN PROJECT; PROVIDING FOR AN EFFECTIVE DATE. (2025-23) The mayor opened the public hearing. The following addressed the Council: Jose Hernandez, 5701 Southwest 88 Street; Patricia Brid, 6280 Southwest 88 Street; Neale Villaraos, 6940 Southwest 96 Street; Demetrius Harvalis, 5855 Southwest 111 Street; Adi Greenberg, 12365 Southwest 64 Avenue; and Giselle Cruz, 5750 Southwest 88 Street, Pinecrest. Councilmember del Prado made a motion adopting the consent agenda items as amended. The motion was seconded by Councilmember Fairman and adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenebrg and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Councilmember Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO SC CONTRACTORS FOR THE SIDEWALK FLAGS REPLACEMENT 2ND PHASE PROJECT; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember Meyer made a motion adopting the resolution. The motion was seconded by Councilmember Fairman. Resolution 2025-24 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg and Mayor Corradino voting Yes. April 8, 2025 Village Council Meeting Page 3 of 6 #Pinecresting The following item was withdrawn from the consent agenda by Councilmember Meyer and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, ADOPTING THE 2025 STRATEGIC PLAN; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. The following addressed the Council: Patricia Brid, 6280 Southwest 88 Street, Pinecrest. Councilmember Meyer made a motion adopting the resolution. The motion was seconded by Councilmember Fairman. Councilmember Meyer amended the motion to include the following amendments: • Recreation & Culture o Explore establishing a framework for public private partnerships to upgrade and maintain public school fields with artificial turf, enhancing school offerings and expanding after school programs with durable, sustainable and cost-effective athletic spaces. • Transportation and Pedestrian Mobility o Establish a baseline for traffic metrics that analyzes peak traffic volume village wide on arterial versus internal or non-arterial roadways o Establish a baseline of multimodal transportation adoption in the Village Councilmember Fairman seconded the motion with the amendments. Resolution 2025-25 was adopted by a unanimous voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. IV. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: Police Chief Cohen officially introduced Buster, a 1.5- year-old mixed-breed rescue dog, as part of its new Community Support Canine Program. Buster, currently in training with Officer Barriga, will attend community events and assist in providing comfort to both victims and officers. Jodi Mazer, resident and parent of Youth Advisory Council (YAC) member, addressed the Council and delivered heartfelt remarks regarding the YAC program, staff, and Katie Abbott for their dedication, mentorship, and lasting influence on the youth. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, APPROVING THE CONVEYANCE OF APPROXIMATELY 6,085 SQUARE FEET OF DEDICATED RIGHT-OF- WAY ALONG SW 128TH STREET AND SW 57TH AVENUE, AS FURTHER LEGALLY DESCRIBED IN EXHIBIT “A,” TO ARMANDO & SILVIA DIAZ; PROVIDING FOR AUTHORIZATION; PROVIDING FOR CONDITIONS; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; AND PROVIDING FOR AN EFFECTIVE DATE. John Ibarra, surveyor representing the applicant, addressed the Council. Planning Director Olmsted gave an oral report, based on his memorandum of March 31, 2025, recommending approval of the request, subject to conditions of approval. The mayor opened the public hearing. There were no speakers. Councilmember Fairman made a motion to approve the ordinance on First Reading. The motion was seconded by Vice Mayor Greenberg and adopted by a roll call vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. The clerk announced the second reading for May 13, 2025. VII. REPORTS AND RECOMMENDATIONS: Councilmember Fairman introduced resident Tyler Schwartz, who presented the Pinecrest Native Plant of the Month. The Council discussed a recent county commission resolution to remove fluoride from the county water supply. The Council unanimously directed the manager to write a letter to the county mayor urging a veto of the resolution based on scientific evidence and public health. The manager submitted the following communiqués and reports to the Council: • March 2025 Follow-up Report • Monthly Departmental Reports • Freebee Update April 8, 2025 Village Council Meeting Page 5 of 6 #Pinecresting The Council was updated by the planning director on the FIU Class project regarding the US 1 Beautification project. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • Hate Ends Now Cattle Car Memorial Day (March 3, 2025) • Holocaust Impact Theater Day (March 8, 2025) • Ana Capri Italian Restaurant 35th Anniversary (March 24, 2025) • Colorectal Cancer Awareness Month (March, 2025) • National Athletic Training Month (March, 2025) The attorney updated the Council on a possible legal challenge to the Tax Collector’s new decision to impose a 2% fee on municipalities for tax collection, with a resolution potentially on the May agenda. The Council scheduled a special meeting for May 13, 2025. The regular meeting of May 13, 2025, was rescheduled to May 22, 2025. VIII. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, APPROVING THE DETERMINATION OF NEED TO AMEND THE VILLAGE’S COMPREHENSIVE DEVELOPMENT MASTER PLAN; AUTHORIZING TRANSMITTAL TO THE FLORIDA DEPARTMENT OF COMMERCE; PROVIDING FOR CONFLICT; AND PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers. Vice Mayor Greenberg made a motion to approve the resolution. The motion was seconded by Councilmember del Prado. Resolution 2025-26 was adopted by a 5 – 0 Voice vote. The vote was as follows: Councilmembers del Prado, Fairman, Meyer, Vice Mayor Greenberg, and Mayor Corradino voting Yes. IX. PLANNING: There were no planning matters considered by the Council. X.
