Authorize red light camera agreement with RedSpeed

RESOLUTION NO. 2026- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH REDSPEED FOR RED LIGHT CAMERAS; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, red light cameras provide a proven, data-driven tool to improve driver behavior and intersection safety while allowing police resources to remain focused on core public safety functions; and WHEREAS, the Village’s Strategic Plan Goal 2.1 calls for assessing the potential installation of traffic light cameras at intersections along the Ludlam Shared Use Path to improve safety for vulnerable road users; and WHEREAS, on March 24, 2025, RedSpeed Florida conducted a feasibility study at five (5) proposed enforcement intersections; and

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby authorizes the Village Manager to enter into an agreement with RedSpeed for red light cameras in the five (5) proposed enforcement locations. Section 2. This initiative aligns with Strategic Plan Goal 2.1, which calls for assessing the potential installation of traffic light cameras at intersections along the Ludlam Shared Use Path to improve safety for vulnerable road users. Given the high volume of vehicular traffic in this corridor, improved signal compliance is critical to reducing crash risk for vehicles, cyclists and pedestrians Red light cameras provide a proven, data-driven tool to improve driver behavior and intersection safety while allowing police resources to remain focused on core public safety functions. DATE: December 16, 2025 TO: Yocelyn Galiano, Village Manager FROM: Jason Cohen, Chief of Police RE: Strategic Planning Goal 2.1, Assess the potential installation of red-light cameras at I intersections along the Ludlam Road Shared Use Path Action Taken: On March 24, 2025, RedSpeed Florida conducted a feasibility study at the following intersections: SW 88th st. and SW 67th ave. SW 104th st. and SW 67th ave. SW 112th st. and SW 67th ave. SW 120nd st and SW 67th ave. SW 124th st and SW 67th ave. The study revealed that the intersections at 67th Avenue and Southwest 104th Street, as well as Southwest 112th Street, experienced a high number of violations. In contrast, the intersection at 88th Street had a moderate number of violations. The locations at 124th and 120th Streets had a low violation rate. The cost of the expansion is between $3,850.00 – $4,000.00 per camera per month. Based on the study, installing cameras at all five intersections would make the program at least cost neutral. The revenue generated from violations would cover the projected costs of operating the cameras, including personnel expenses. Next Steps: Obtain an official quote for all five intersections (20 cameras) to determine actual yearly costs. Present findings to Village Council for determination of interest in expanding the red- light camera program.
