RESOLUTION NO. 2026- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH BCC ENGINEERING, LLC FOR PROFESSIONAL ENGINEERING SERVICES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the City of Sweetwater conducted a competitive bidding process for the procurement of professional engineering services and awarded a bid to BCC Engineering, LLC; and WHEREAS, pursuant to Section 2-287 of the Code of Ordinances, the Village Manager is authorized to execute contracts, as entered into by other governmental authorities, provided that the governmental authority has followed a competitive bidding procedure leading to the award of the bid or contract in question; and WHEREAS, the Village Manager wishes to enter into a contract with BCC Engineering, LLC for professional engineering services;
NOW, THEREFORE,
BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby authorizes the Village Manager, pursuant to Section 2-287 of the Code of Ordinances, to “piggyback” on an existing contract between City of Sweetwater and BCC Engineering, LLC (RFQ No. 2025-01), and enter into an agreement with BCC Engineering, LLC; for professional engineering services. Section 2. This resolution shall take effect immediately upon adoption. PASSED AND ADOPTED this 10th day of March, 2026. Joseph M. Mendez, P.E., Public Works Director RE: BCC Engineering piggy-back The Public Works Department was utilizing an on-call professional engineering services for BCC Engineering LLC through a piggyback agreement with the Village of Key Biscayne. This contract has since expired. The Public Works Department would like to continue utilizing a piggy-back contract that was based on a competitively procured contract awarded by City of Sweetwater to BCC Engineering, LLC. The firm has provided satisfactory and responsive service and is familiar with the Village’s infrastructure systems and ongoing projects. Continuing the piggyback contract will maintain project continuity, avoid delays associated with issuing a new RFQ, and eliminate additional administrative and procurement costs. Staff recommends approval to begin utilizing the piggyback contract under the period of the new agreement.
