RESOLUTION NO. 2025- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH PARSA CORPORATION FOR THE KENDALL DRIVE SHARED USE PATH CONSTRUCTION; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, as one of the adopted projects of the Village's Transportation Master Plan approved in 2018, the Kendall Drive Shared Use Path Construction project will connect SW 67 Avenue to Red Road; and WHEREAS, on November 9, 2021, Village Council authorized the Village Manager to sign an agreement with an engineering firm to design the path and develop construction documents; and WHEREAS, the Village issued an Invitation to Bid for the “Kendall Drive Shared Use Path Construction” project; and WHEREAS, sealed proposals were received by the published deadline; and WHEREAS, Parsa Corporation submitted the most responsive proposal; and WHEREAS, the Florida Department of Transportation submitted the Concurrence Letter for Construction Award on January 25, 2025;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA AS FOLLOWS: Section 1. That the Village Council hereby determines that Parsa Corporation has submitted the most responsive bid and hereby authorizes the Village Manager to enter into an agreement with said firm for the furnishing of all labor, materials, tools, equipment, machinery, superintendence, and services necessary for the completion of the project as detailed in the Kendall Drive Shared Use Path Construction Invitation to Bid packet in an amount not to exceed $1,434,457.50. Section 2. This resolution shall take effect immediately upon adoption. PASSED AND ADOPTED this 8th day of April, 2025. Joseph M. The project consists of removing the existing 5-foot-wide concrete sidewalk and constructing an 8-foot asphalt path designed to accommodate two-way pedestrian and bicycle traffic. On November 9, 2021, Village Council authorized the Village Manager to sign an agreement with an engineering firm to design the path and develop construction documents. On February 11, 2025, the Village advertised an Invitation to Bid for a contractor and five bids were received by the March 14, 2025 deadline: • Parsa Corporation $1,434,457.50 • Certified General Contractors Group $1,571,723.00 • Rogar Management $1,694,570.27 • Zahlene Enterprises $2,527,747.50 • H and R Paving $4,241,994.29 After receiving Local Agency Program (LAP) Certification from the Florida Department of Transportation (FDOT), on April 18, 2024, Village Council authorized the Village Manager to enter into an agreement with FDOT for the Transportation Alternative Funding grant in the amount of $720,000 for the construction of this project. The remaining cost will be funded by the 2023 Capital Improvements Revenue Note. Based upon staff’s evaluation of the bid, and with FDOT Concurrence to Award, I hereby respectfully recommend the Village Council adopt the attached resolution awarding the contract for the Kendall Drive Shared Use Path Construction project to Parsa Corporation in the amount of $1,434,457.50. This letter serves as a concurrence from FDOT to the Village to proceed with the award recommendation to Parsa Corporation. The Village is required to upload the insurance and bonding certification to the Grant Application Process (GAP). Additionally, the Village should prepare a Local Agency Notice of Intent to Award for the contractor, with a copy sent to the Local Program Administrator. The executed contract package must then be submitted to the LP Administrator via GAP. Please note that in accordance with 23 CFR 635.116 (b), all subcontractors ‘contracts must be reviewed and approved by the Department prior to execution by the prime contractor.
