Authorize Metro Express contract for roadway and drainage services

RESOLUTION NO. 2023- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH METRO EXPRESS FOR MISCELLANEOUS ROADWAY AND DRAINAGE SERVICES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, The Town of Miami Lakes conducted a competitive bidding process for the procurement of Miscellaneous Roadway and Drainage Services and awarded a bid to Metro Express; and WHEREAS, pursuant to Section 2-287 of the Code of Ordinances, the Village Manager is authorized to execute contracts, as entered into by other governmental authorities, provided that the governmental authority has followed a competitive bidding procedure leading to the award of the bid or contract in question; and WHEREAS, the Village Manager wishes to enter into a contract with Metro Express for miscellaneous roadway and drainage services;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby authorizes the Village Manager, pursuant to Section 2-287 of the Code of Ordinances, to “piggyback” on an existing contract between Town of Miami Lakes and Metro Express (ITB No. 2020-04), and enter into an agreement with Metro Express for miscellaneous roadway and drainage services. Attached for your consideration is a resolution authorizing the Village Manager to enter into a piggy-back contract with Metro Express commencing November 1, 2022 for miscellaneous roadway and drainage services. The original contract with the City of Miami Lakes was competitively bid in compliance with Pinecrest procurement policy. Due to an oversight, this contract was not brought before the Village Council for approval in October in anticipation of work that was commenced in November 2022. I hereby respectfully recommend the Village Council approve the attached resolution authorizing the piggy-back contract commencing on November 1, 2022 for an amount not to exceed $500,000.
