Award $1.479M bid to Lunacon Construction for Pinecrest Gardens Lakeview renovation

RESOLUTION NO. 2024- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AWARDING A BID TO LUNACON CONSTRUCTION GROUP FOR THE PINECREST GARDENS LAKEVIEW TERRACE AND RAMP RENOVATION PROJECT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Village issued an Invitation to Bid for the “Pinecrest Gardens Lakeview Terrace and Ramp Renovation” project; and WHEREAS, a sealed proposal was received by the published deadline; and WHEREAS, Lunacon Construction Group submitted the most responsive proposal;

NOW, THEREFORE,

BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby determines that Lunacon Construction Group has submitted the most responsive bid and hereby authorizes the Village Manager to enter into an agreement with said firm for the furnishing of all labor, materials, tools, equipment, machinery, superintendence, and services necessary for the completion of the project as detailed in the Pinecrest Gardens Lakeview Terrace and Ramp Renovation Project Invitation to Bid packet in an amount not to exceed $1,479,700.00. Certain areas are elevated and uneven. Additionally, the incline of the ramp leading to the terrace needs to be rebuilt so as to be compliant with the Americans with Disabilities Act. On May 9, 2023, Village Council awarded RJ Heisenbottle Architects the agreement to provide architectural services in connection with the renovations to the Pinecrest Gardens Lakeview Terrace and Ramp, including the assessment of existing structures, geotechnical exploration, and preparation of construction bid documents. The Village advertised an Invitation to Bid (ITB) for the construction of this project and as a result of the ITB, one proposal was received by the June 28, 2024 deadline. Based upon staff’s evaluation of the proposal, I hereby respectfully recommend the Village Council adopt the attached resolution awarding the contract for the Pinecrest Gardens Lakeview Terrace and Ramp Renovation construction project to Lunacon Construction Group in the amount of $1,479,700.00. The Village was awarded a $500,000 grant from the State of Florida, Department of State, Division of Historical Resources, for the design and construction of Pinecrest Site Protection. This grant has a 50/50 match requirement and also includes the hardening of the openings of the Pinecrest Gardens Main Building which will be completed under a separate agreement. The Village’s portion to match the grant was included in the fiscal year 2024 budget, and the remaining amount needed to complete this project is included in the Capital Project Fund of the 2025 fiscal year budget.
