There will be a direct contact number with Police Records Technicians (PRT) from JSD that will be available 24/7. The number is (305) 755-6130 Procedure when the teen is picked up by law enforcement Once a teen is picked up, law enforcement officers need to contact the number provided above to access records of teen curfew violations. It is very important that police departments identify themselves for JSD records, otherwise they won’t be granted access to the information. The database will cover name of the child, home address, date of birth, how many times has the teen been picked up, where were they picked up, zip code for the area, and who they were released to. The CYAV Brochure contains additional information for parents/guardians when picking up their child. Such as, informing them of the 24 to 72 hours follow-up home visit by a CYAV Counselor. What happens if parent/guardian can’t be reached? In case the parent/guardian can’t be reached, officers can drop-off the child at JSD. From there, JSD will keep trying to contact the parent or guardian. If no one is contacted, JSD will transfer the child to an overnight facility. Communitv Youth Against Violence will be checking daily if a child has been picked up to update the records. Miami-Dade County Juvenile Services Department MIAMF@ Juvenile Services Department Juvenile Curfew Violation On-Site Flow All youth detained by law enforcement will undergo the foliowing protocol when being considered for a juvenile curfew violation. Police Officer calls Juvenile Services Department (JSD) to run a youth in JSD available systems (Quest, DJJ- JJIS, and CJIS/FCIC). JSD Staff will search MDPD's Juvenile Curfew Violations- Repeated Offenders Only report (MDPD will provide a copy weekly) prior to providing a preliminary decision. Note: all decisions are preliminary pending positive identification. JSD Staff will advise police officer of the number of prior curfew violations on file. Youth is transported to JSD: Police officer will deliver the youth to JSD if one of the following exceptions exist: o Third or subsequent offense o Parent or responsible adult cannot be located o History search reveals youth has outstanding Pick-up Orders, which disqualifies the youth from participating in the Curfew Violation Program Youth is Not transported to JSD if: o Youth is on active probation (supervision) with the Department of Juvenile Justice Police Officer brings the youth to the JSD along with a copy of the Juvenile Curfew Violation form. JSD staff will contact the youth's parent to explain the Juvenile Curfew Violation, its preventive approach and the services available to the youth and the family. The youth will remain in the Parent Pick-up Area until he/she is seen by a Juvenile Assessment Counselor (Screener). Juvenile Assessment Counselor Supervisor 1 (Supervisor) or Triage and assigns for intake and assessment. If the youth has an open case with JSD, the screener will enter the Curfew Incident on the youth’s QUEST case, enter a case note, upload the juvenile curfew violation form in Quest and send an email notification to the JSD Case Manager. Current violation will be taken into consideration as the JSD Case Manager is serving the youth. If the youth has open charges/probation with DJJ, the screener will enter the Curfew Incident on the youth's QUEST case, complete the GAIN-Q andfor 11 and Under Additional Assessment Questions if less than 45 days, enter a case note, upload the Miami-Dade County Juvenile Services Department MIAMIDADE’ juvenile curfew violation form in Quest and send an email notification to JPO with the curfew violation form and GAIN-Q assessment results. Continuation of Process: > Allied Universal Security staff will fingerprint youth using Rapid ID (finger print) system, located in the Parent Pick-up Area in order to confirm youth's eligibility in the Juvenile Curfew Violation process. Rapid ID search results in no HIT. Screener completes the intake and all required forms. The Screener completes the evidence-based assessments and Youth Level of Service/CMI in order to identify service needs and risk level. Parent or responsible adult arrives to JSD to take custody. If parent or responsible adult is not available, a shelter will be contacted for placement. The Screener will inform youth/parents of the result of the evidence-based assessments, which includes: Global Appraisal of Individual Needs-Q, Youth Level of Service/CMI, or the 11 and under Questionnaire. The Screener will inform the family that a Case Manager will be assigned and contacting the family within 7 working days. The Screener will give the PRT the Check-Off List to clock it and log time before releasing the youth. Allied Universal Security will release youth to parent, guardian or other responsible adult or shelter. The next business day, JSD Referral Reduction Coordinator (RRC) will verify the information in Quest Case Management System, add case attributes and initial notes, and will assign case to Prevention for Case Management for services. The Case Manager will review the case file, GAIN-Q, FSFN, and all other items listed in the Case File Assignment Checklist prior to contacting the family for an intake appointment as outlined in the Prevention and Diversion Programs Policy and Procedure Manual. The Youth will participate in the Juvenile Curfew Violation/Prevention Program for approximately 3-6 months, depending on the youth's individualized service needs. Miami-Dade County Juvenile Services Department @ JSD Juvenile Curfew Violation Off-Site Referral Flow Police Officer apprehends a youth under the age of 18 for committing a Juvenile Curfew Violation (1 ,2" or third Offense) Police Officer contacts the Juvenile Services Department (JSD) for a possible Juvenile Curfew Violation referral and identification process to the facility’s 24/7 numbers 305- 755-6130 or 6136. The JSD Police Records Technician (PRT) will conduct a preliminary search on youth under computerized criminal history systems and notify the Juvenile Assessment Counselor Supervisor 1 (JACS1) or designee. JACS1 or designee will conduct a diligent search using the Department of Juvenile Justice Information Search (JJIS) to verify the youth’s delinquent past within the State of Florida. JACS1 or designee will review JSD’s Quest Case Management System and inform the Officer of the number of curfew violations that have been afforded to the youth based on the findings in Quest. If the youth is receiving services under the supervision of the Department of Juvenile Justice (DJJ) or JSD, the officer will be informed of the services that are currently in place, the assigned Case Manager/Juvenile Probation Officer will be notified of the youth's contact with law enforcement. A case will be ineligible of JSD’s Curfew Violation Program when there is an open case with DJJ or JSD. The Officer can release this youth in the field to a parent, responsible adult or legal guardian. At the point of release, the officer will give the youth a copy of the Juvenile Curfew Violation form and forward a copy to JSD's Referral Coordinator. If the youth is not a resident of Miami Dade County, the youth will be ineligible for JSD Curfew Violation Program. JSD will contact the family within 2 working days by the JSD Referral Reduction Coordinator (RRC) and provided with a list of services in his/her home County. The JSD RRC will receive youth’s Off-Site referral via email (nofification email or inter office mail from the issuing/referring Police Department). The JSD RRC will triage the case by completing a second preliminary check under computerized criminal history systems and JJIS to verify youth’s delinquent past within the State of Florida prior to assigning the Off-Site referral to a Juvenile Assessment Counselor for entry. Youth’s referral will be entered Quest and identified as a Prevention case, under Curfew Violation. Case will be assigned to a Case Manager for description of juvenile Curfew Violation protocol and JSD Prevention Program; evidence-based assessments, services; and the positive identification (PID) process. All Juvenile Curfew Violation Program'’s participants will have their identity verified through Department's (JSD) Rapid ID system in order to confirm youth's full eligibility in the Juvenile Curfew Violation Process. Fingerprint images will be collected using the Rapid ID system, located in the JSD Parent Pick-up Area and/or case management satellite offices for HIT Confirmation results. If Rapid ID results in a HIT Confirmation, the youth and family is immediately notified of the youth's ineligibility for prevention services if the youth has open and/or supervised cases with JSD or DJJ. The family will be provided with a list of community resources. An assessment, linkage to services, and sanctions will be discussed during intake for all eligible youth. Case files will be reviewed by the assigned Supervisor and returned to the JSD RRC for review and assignment. Prevention case will be assigned to a case manager according to where the youth resides. Case Management services, which include: home and school visits will be provided. JSD will provide follow up services for an average of 3-6 months. e As part of ongoing efforts to provide for the care, safety and protection of young people in our community, the Miami-Dade Police Department in partnership with other Law Enforcement agencies are actively enforcing the Miami-Dade Juvenile Curfew Ordinance - also known as the Teen Curfew. - o, “It is unlawful for any person under the age of 17 to linger, stay, congregate, move about, wander or stroll in any public place in Miami-Dade County, either on foot or in a vehicle, during curfew hours.” WHY IS THERE A TEEN CURFEW? * To reduce crime * To keep our youth and streets EETEY ARE THERE EXCEPTIONS? If the teen is cited three or more times for not complying with the curfew, the parent or legal guardian of the juvenile will receive a notice to appear and may be fined up to $500.
