RESOLUTION NO. 2025- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH SOLITE, LLC FOR THE SOLAR ROAD SIGN LIGHT PROJECT; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, pursuant to Section 2-288 of the Code of Ordinances, the Village Council may, by majority vote, waive the competitive bidding procedures if determined that it is practical to do so; and WHEREAS, the Village Manager wishes to enter into an agreement with Solite, LLC for Solar Road Sign Light project;
BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby authorizes the Village Manager to waive and enter into the attached agreement with Solite, LLC for the Solar Road Sign Light project (Phase 1), in amount not to exceed $39,600.00. Solite, LLC has developed the SI-210 Solar Road Sign Light, a patent-pending, commercial- grade solar LED device that attaches directly above stop signs and other roadway signs to enhance nighttime visibility. These lights operate from dusk to dawn, meet MUTCD requirements, and provide 50% more brightness than the previously tested SI-110 units. The Village conducted a pilot test with eight (8) SI-110 units at the intersections of SW 124th Street & SW 72nd Avenue and SW 120th Street & SW 72nd Avenue. These intersections are among the busiest in Pinecrest, near Palmetto Elementary, Middle, and High Schools, and have a history of serious nighttime accidents. The pilot demonstrated enhanced visibility and roadway safety at night. The Village is prepared to proceed with Phase One of the program, which invovles the purchase and installation of ninety (90) SI-210 units at a cost of $39,600.00. Phase One will cover approximately thirty (30) intersections and provides for installation, two (2) years of maintenance, and a four (4) year warranty for each unit. Refer to the enclosed proposal from Solite, LLC. Funding for this project is available in the FY25 Transportation Fund Budget. I hereby respectfully recommend the Village Council approve the attached resolution authorizing the Village Manager to waive the competitive bidding and enter the agreement with Solite, LLC for this technology. A SOLUTION THAT IMPACTS DRIVER, BICYCLIST AND PEDESTRIAN SAFETY Accidents happen… © 2025 Solite LLC According to the Florida Highway Safety and Motor Vehicles approximately 60,000 car accidents occur per year in Miami-Dade County with 29,000 injuries and 300 fatalities. Many of these accidents occur at night at unlit intersections. Solite LLC aims to reduce these accidents with the Solar Road Sign Light (SI-210). 2 Solite LLC has created a compact and commercial-grade solar light that attaches directly above stop signs and other pertinent road signs that need to be visible at night. The new and improved SI-210 Solar Road Sign Light will cast light on the reflective surface of the sign (50% more than the SI-110) illuminating it from dusk to dawn, giving Drivers, Bicyclists and Pedestrians a clear view of the sign throughout the night. Bicyclists and Pedestrians without flashlights, bike lights or other lighting would be able to see the sign as well as Drivers whose headlights are not functioning properly, misaligned, or simply not on. These intersections are two of the busiest 4-way stops in the Village, and just around the corner from Palmetto Elementary, Palmetto Middle and Palmetto High School. 124th & 72nd is also the site of a late-night two-car accident that resulted in multiple fatalities. 8 © 2025 Solite LLC TESTING SITE: 124th Street and 72nd Avenue, the site of many night time accidents. They reported a 42 percent decrease in right-angle crashes after LEDs were installed. In addition, they reported that drivers were significantly more likely to stop fully after installation of the LEDs when opposing traƵc was present. Solite LLC looks forward to being part of the Village’s ongoing study regarding traƵc safety as well as the welfare of cyclist and pedestrians during the night time. Our lights will be an added measure of safety to the darkened intersections of Pinecrest. Besides being nearly ten times the cost of the Solar Road Sign Light, these flashing signs are also a nuisance to nearby homes which adds exponentially to light pollution in the area.
