Corradino Village Manager Yocelyn Galiano Village Clerk Priscilla Torres Village Attorney Mitchell Biernman The Council continued the discussion from December 18, 2025, at 8:30 a.m. regarding the following litigation matter in an Executive Session pursuant to F.S. 286.001: MEGLADON INC. VS. VILLAGE OF PINECREST, CASE NO. 21-CV-22819-RKA The Executive Session was requested by the attorney at a public meeting and was duly noticed by the clerk. The mayor announced that the purpose of the Executive Session was to discuss litigation strategy and that the following individuals may be present at the session: • Members of the Village Council • Village Manager Galiano Gomez • Village Attorney Mitchel Bierman, Chad Friedman, Alicia Gonzalez, Eric Stettin, Matt Mandell, Lewis Nicholson Jack Jr., Amanda Anderson, and Stephen A. FOR STORMWATER SYSTEM CLEANING; PROVIDING FOR AN EFFECTIVE DATE. (2026-8) The mayor opened the public hearing. There were no speakers present. The following item was withdrawn from the consent agenda by Councilmember Greenberg and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, RATIFYING THE RE- APPOINTMENT OF SPECIAL MAGISTRATES/HEARING OFFICERS PURSUANT TO SECTION 2-141 OF THE CODE OF ORDINANCES; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember Greenberg made a motion adopting the resolution. The motion was seconded by Councilmember del Prado. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING SECTION 36- 1(C) OF THE CODE OF ORDINANCES RELATING TO SPEED LIMITS IN THE VILLAGE OF PINECREST; PROVIDING FOR SEVERABILITY, INCLUSION IN THE CODE AND AN EFFECTIVE DATE. Vice Mayor Fairman addressed the Council. The mayor opened the public hearing. The following addressed the Council: Carlos Flores, 9720 Southwest 72 avenue; Paul Roatta, 9301 Southwest 69 Avenue; Sarah Noppen, 7645 Southwest 117 Street; David Ruffner, 6900 Southwest 120 Street; Laurencia Strauss, 7190 Southwest 98 Street; David Edelman, 10125 Southwest 71 Avenue; David Gershman, 6124 Southwest 104 Street; Charlie Bibb, 13191 Southwest 72 Avenue; Philip Sidran, 7971 Southwest 122 Street; Donovan Cluff, 8395 Southwest 135 Street; Patricia Brid, 6280 Southwest 88 Street; Melanie Krakower, 6001 Southwest 128 Street; James Suarez, 13550 Southwest 70 Avenue; and Jill Lerner, 12945 Southwest 82 Place, Pinecrest. Chief Cohen addressed the Council. Vice Mayor Fairman made a motion to approve the ordinance on First Reading. The motion was seconded by Councilmember Meyer and adopted by a 5 – 0 roll call vote as follows: Councilmembers del Prado, Greenberg, Meyer, Vice Mayor Fairman and Mayor Corradino voting Yes. The clerk announced the second reading for March 10, 2026. VII. REPORTS AND RECOMMENDATIONS: Councilmember Greenberg provided an update regarding an EAC Joint meeting with the Village of Palmetto Bay regarding advocacy efforts related to the state’s Schools of Hope list. Discussion also addressed ongoing traffic and parking concerns at Pinecrest Elementary School, particularly during student drop-off and pickup. Councilmembers discussed enforcement, coordination with school administration, and potential traffic flow improvements. Staff will follow up with the school and Police Department to explore solutions. The Council discussed iguana population concerns and requested staff research humane control options, including practices used by other municipalities and coordination with County animal control. Staff to report back with potential options and recommendations. February 10, 2026 Village Council Meeting Page 4 of 7 #Pinecresting The council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AFFIRMING SUPPORT FOR THE PRESERVATION OF THE MIAMI-DADE URBAN DEVELOPMENT BOUNDARY (“UDB”) AS IT CURRENTLY EXISTS TO PROTECT DOWNSTREAM WATER RESOURCES, INCLUDING THE BISCAYNE AQUIFER, REGIONAL GROUNDWATER SUPPLIES, AND CONNECTED COASTAL WATERS, AS WELL AS THE EVERGLADES, WETLANDS, AND AGRICULTURAL LANDS; URGING THE MIAMI-DADE COUNTY BOARD OF COUNTY COMMISSIONERS TO UPHOLD COUNTY MAYOR DANIELA LEVINE CAVA’S VETO OF THE PROPOSED DEVELOPMENT OUTSIDE THE UDB; URGING THE FLORIDA STATE LEGISLATURE TO OPPOSE ANY LEGISLATION THAT WOULD WEAKEN THE UDB IN THE MIAMI-DADE COUNTY CHARTER; ENCOURAGING ADVANCEMENT OF ATTAINABLE AND WORKFORCE HOUSING WITHIN THE UDB TO ADDRESS HOUSING AFFORDABILITY WITHOUT EXPANDING DEVELOPMENT INTO ENVIRONMENTALLY SENSITIVE LANDS; DESIGNATING THE PRESERVATION OF THE UDB AS A STATE LEGISLATIVE PRIORITY FOR THE VILLAGE OF PINECREST; AND FURTHER, DIRECTING THE VILLAGE CLERK TO TRANSMIT A COPY OF THIS RESOLUTION TO THE MIAMI-DADE COUNTY MAYOR, EACH MEMBER OF THE MIAMI-DADE COUNTY BOARD OF COUNTY COMMISSIONERS, THE SPEAKER OF THE FLORIDA HOUSE OF REPRESENTATIVES, THE PRESIDENT OF THE FLORIDA SENATE, THE MIAMI-DADE STATE LEGISLATIVE DELEGATION, ALL OTHER MUNICIPALITIES WITHIN MIAMI-DADE COUNTY, AND THE VILLAGE OF PINECREST’S STATE LEGISLATIVE LOBBYISTS. The mayor opened the public hearing. There were no speakers. Councilmember del Prado made a motion to approve the resolution. The motion was seconded by Councilmember Greenberg. Resolution 2026-12 was adopted by a 5 – 0 Voice vote. The vote was as follows: Councilmembers del Prado, Greenberg, Meyer, Vice Mayor Fairman, and Mayor Corradino voting Yes. The manager had a discussion with the Council regarding the Miami Dade County League of Cities (MDCLC) upcoming gala. Councilmembers to confirm attendance with the clerk to determine the appropriate sponsorship level. Councilmember Meyer discussed participation in the annual gala benefiting The Underline and asked to consider including sponsorship and potential table participation and discussion in the upcoming budget discussions. The Council reached consensus to revise the boundaries of the school area traffic flow study and authorized the Village Manager to enter into an agreement with a consultant to complete the study for an amount not to exceed $55,000. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • Rabbi Jeremy Barras Day (January 9, 2026) The clerk submitted a copy of the minutes of the Zoning Board meeting of January 28, 2026. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH REDSPEED FOR RED LIGHT CAMERAS; PROVIDING FOR AN EFFECTIVE DATE. (Deferred from January 20, 2026) The mayor opened the public hearing. The following addressed the Council: Patricia Brid, 6280 Southwest 88 Street; and Donovan Cluff, 8395 Southwest 135 Street, Pinecrest. Councilmember Meyer made a motion to approve the resolution. The motion was seconded by Councilmember del Prado. Resolution 2026-11 was adopted by a 5 – 0 Voice vote. PIPHTY THREE HOLDINGS, LLC (OWNER) AND RON YACOUB (APPLICANT) ARE REQUESTING APPROVAL OF A PARKING VARIANCE FROM THE REQUIREMENTS OF THE VILLAGE’S LAND DEVELOPMENT REGULATIONS, DIVISION 5.22, OFF-STREET PARKING, TO ALLOW A TOTAL OF 15 PARKING SPACES WHERE 20 PARKING SPACES ARE OTHERWISE REQUIRED. THE SUBJECT PROPERTY, PINECREST PHYSICAL THERAPY IS LOCATED AT 8935 PINECREST PARKWAY (US 1) IN THE BU-2, SPECIAL BUSINESS DEVELOPMENT ZONING DISTRICT. The Council disclosed ex parte communications. Ron Yacoub, the applicant, and John Adams, the owner, addressed the Council. Planning Director Olmsted gave an oral report, based on his memorandum of February 4, 2026, recommending denial of the request. The mayor opened the public hearing.
