There were no speakers present. Vice Mayor Hochkammer made a motion adopting the consent agenda items. The motion was seconded by Councilmember del Prado and adopted by a unanimous voice vote. The vote was as follows: Councilmembers Abbott, del Prado, Fairman, Vice Mayor Hochkammer, and Mayor Corradino voting Yes. The following item was withdrawn from the consent agenda by Vice Mayor Hochkammer and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, RATIFYING THE SELECTION OF COUNCILMEMBER SHANNON DEL PRADO AS VICE MAYOR FOR THE 2023-2024 FISCAL YEAR PURSUANT TO THE PROVISIONS OF ORDINANCE 2001-02; PROVIDING FOR AN EFFECTIVE DATE. The following item was withdrawn from the consent agenda by Councilmember Fairman and considered separately by the Council: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO A CONTRACT WITH METRO EXPRESS FOR MILLING AND RESURFACING; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. There were no speakers present. Councilmember Abbott made a motion adopting the resolution. The motion was seconded by Vice Mayor del Prado. The following addressed the Council: Claire Bradshaw-Sidran, 7971 Southwest 122 Street; Philip Sidran, 7871 Southwest 122 Street; Raymond Schnell, 8050 Southwest 122 Street; Patricia Brid, 6280 Southwest 88 Street, Pinecrest. Councilmember Fairman made a motion adopting the resolution. The motion was seconded by Councilmember Hochkammer. Resolution 2023- 85 was adopted by a unanimous voice vote. AGENDA/ORDER OF BUSINESS: There were no changes to the agenda. V. SPECIAL PRESENTATIONS: The mayor, on behalf of the Council, presented a proclamation to Yosdany Viera, in recognition of his service as an employee of the Village of Pinecrest, and as the recipient of the second annual Guido H. Inguanzo Award. Masi Faroqui and Patrice Gillespie Smith provided the Council an update regarding The Underline. Gerald Greenberg, a resident of Pinecrest, was introduced as the village's ambassador. VI. ORDINANCES: The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING THE 2022-2023 OPERATING AND CAPITAL OUTLAY BUDGET (4th QUARTER); PROVIDING FOR AN EFFECTIVE DATE. The manager addressed the Council. The mayor opened the public hearing. There were no speakers present. Councilmember del Prado made a motion to approve the ordinance on First Reading. The motion was seconded by Councilmember Hochkammer and adopted by a roll call vote as follows: Councilmembers Abbott, Fairman, Hochkammer, Vice Mayor del Prado and Mayor Corradino voting Yes. The clerk announced the second reading for December 12, 2023. The Council discussed the following ordinance on first reading: AN ORDINANCE OF THE VILLAGE OF PINECREST, FLORIDA, AMENDING SECTION 2-290, “PURCHASING LIMITATIONS; COMPETITIVE BIDDING,” OF CHAPTER 2 OF THE VILLAGE CODE OF ORDINANCES TO MODIFY COMPETITIVE BIDDING THRESHOLDS AND METHODS; PROVIDING FOR SEVERABILITY; PROVIDING FOR CONFLICTS; PROVIDING FOR CODIFICATION; AND PROVIDING FOR AN EFFECTIVE DATE. Councilmember Abbott made a motion to approve the ordinance on First Reading. The clerk announced the second reading for December 12, 2023. VII. REPORTS AND RECOMMENDATIONS: The mayor discussed the filing requirement of Form 6 for elected officials and suggested considering it as a legislative priority. The village attorney addressed the council about the matter and recommended scheduling a presentation to the Council at a future meeting. The mayor discussed the intersection at 67 Avenue and 98 Street, which was the subject of a traffic study in previous years that recommended the installation of a traffic light. The council directed the manager to provide a study to reanalyze the intersection to determine whether a traffic signal is necessary. The manager submitted the following communiqués and reports to the Council: • September 2023 Follow-up Report • Monthly Departmental Reports • Freebee Update • Camillus House Donation • ICMA Survey Feedback Report The manager provided an update to the Council regarding the Village’s potential acquisition of the “Christ the King” property, which is currently awaiting appraisals. The manager provided the council with an update on the Freebee grant funding, which the village requested and was approved to begin in June 2024. The first six (6) months of the fiscal year will be fully funded by the village. The manager provided an update on traffic calming at 110 Street. The village police department is conducting a volume and speed study to be reviewed by the public works department prior to applying for a county permit. November 14, 2023 Village Council Meeting Page 6 of 8 #Pinecresting The manager discussed with council, in light of security concerns, a potential code amendment that would raise the wall requirement for public institutions. The manager provided an update on the Peacock Mitigation Program, who mentioned the acquisition of equipment and Dr. Harris beginning vasectomies. The village is waiting on Miami-Dade County’s response regarding reimbursement. The clerk submitted a copy of the following proclamations issued by the mayor pursuant to Resolution 96-32: • Yosdany Viera Day (October 20, 2023) The clerk submitted a copy of the minutes of the Zoning Board meetings of September 27, 2023, and October 25, 2023. The council discussed possible Zoning Board modifications to appointees’ variance requests. There were no changes. VIII. RESOLUTIONS: The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, PROVIDING FOR THE UNIFORM METHOD OF LEVYING, COLLECTING, AND ENFORCING NON-AD VALOREM ASSESSMENTS FOR THE PROVISION OF SECURITY GUARD SERVICES FOR THE PINECREST BY THE SEA SECURITY GUARD SPECIAL TAXING DISTRICT (ALSO KNOWN AS THE GABLES BY THE SEA-PINECREST SECURITY GUARD SPECIAL TAXING DISTRICT) IN ACCORDANCE WITH THE PROVISIONS OF

Councilmember Hochkammer made a motion to approve the resolution. The motion was seconded by Vice Mayor del Prado. Resolution 2023-86 was adopted by a 5 – 0 Voice vote. The Council discussed the following resolution: A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, RATIFYING THE VILLAGE MANAGER’S EXECUTION OF A CONTRACT FOR SALE AND PURCHASE OF THE PROPERTY LOCATED AT 11855 SW 60 AVE AND APPROVING THE PURCHASE OF THE PROPERTY; PROVIDING FOR AN EFFECTIVE DATE. The mayor opened the public hearing. Dr. Nancy Richmond, representative from the World Happiness Foundation, made a presentation to the Council regarding the organization’s initiatives and discussed partnership opportunities. The manager discussed conducting a citizen survey and presented the 2016 Citizen Survey as an example. The Council directed the manager to revise the presented survey, to include questions regarding general information. The manager addressed and discussed with the Council the Final Draft Consultant Report dated June 2023, prepared by Fitch & Associates, and the Village’s options relating to the provision of fire rescue services.
