RESOLUTION NO. 2024- A RESOLUTION OF THE VILLAGE OF PINECREST, FLORIDA, WAIVING THE COMPETITIVE BID REQUIREMENTS AND AUTHORIZING THE VILLAGE MANAGER TO ENTER INTO AN AGREEMENT WITH THE DUTCH URBAN DESIGN TEAM [DUDT] MADE UP OF TWO ENTITIES (DICK VAN VEEN AND BIKE MINDED) FOR MISCELLANEOUS MULTIMODAL TRANSPORTATION CONSULTING SERVICES; PROVIDING FOR AN EFFECTIVE DATE. WHEREAS, the Netherlands has long been recognized as a frontrunner in sustainable mobility (walking and cycling); and WHEREAS, the Village Council has expressed a goal to improve conditions and add infrastructure for cyclists and pedestrians to move towards smarter sustainable mobility and a more livable Village; and WHEREAS, the Village is looking for a design and implementation partner that can help incorporate the Dutch Design Principles and technical specifications into its comprehensive transportation plan; and WHEREAS, the deep insights in Dutch and international cycling mobility and design, can result in a creative approach and design solutions that can create a more integrated well-designed bicycle; and WHEREAS, the Dutch Urban Design Team [DUDT] made up of two entities (Dick Van Veen and Bike Minded) is a collective of Dutch mobility experts, specialized in transferring Dutch know- how of design of public space bicycle infrastructure and smart mobility options through international collaboration to help communities change from the often car centric status quo to places which are more balanced, where cycling and walking are viable options and where public space can be enjoyed again; and WHEREAS, pursuant to Section 2-288 of the Code of Ordinances, the Village Council may, by majority vote, waive the competitive bidding procedures if determined that it is practical to do so; and WHEREAS, the Village Manager wishes to enter into a contract with the Dutch Urban Design Team [DUDT] made up of two entities (Dick Van Veen and Bike Minded) for miscellaneous multimodal transportation consulting services;
BE IT RESOLVED BY THE VILLAGE COUNCIL OF PINECREST, FLORIDA, AS FOLLOWS: Section 1. That the Village Council hereby waives the procurement code requirements for competitive bidding for expenditures more than $50,000 and authorizes the Village Manager to execute an agreement with the Dutch Urban Design Team [DUDT] made up of two entities (Dick Van Veen and Bike Minded) for miscellaneous multimodal transportation consulting services, in amount not to exceed ____________. Section 2. This resolution shall take effect immediately upon adoption. PASSED AND ADOPTED this 10th day of December, 2024. Joseph M.
